Parliament Session: Union Home Minister Amit Shah introduced three important bills in the Lok Sabha, including the Constitution (130th Amendment) Bill, 2025, the Government of Union Territories (Amendment) Bill, 2025, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025. These bills aim to provide for the removal of the Prime Minister, Chief Minister, or Ministers from their posts if they are arrested in serious criminal cases. However, there was a lot of uproar in the House over these bills, and the opposition parties strongly opposed it.Details of the bills1. Constitution (130th Amendment) Bill, 2025This bill aims to amend Articles 75, 164, and 239AA of the Constitution to create a legal framework for the removal of the Prime Minister, Ministers of the Union Council of Ministers, Chief Ministers of States and the National Capital Territory of Delhi, or Ministers of the Council of Ministers if they are arrested in serious criminal cases. At present, such provisions are lacking in the Constitution.2. Union Territory Government (Amendment) Bill, 2025This bill proposes amendment to Section 45 of the Union Territory Government Act, 1963. Its purpose is to provide for the removal of Chief Ministers or Ministers of Union Territories from office who are arrested on serious criminal charges.3. Jammu and Kashmir Reorganisation (Amendment) Bill, 2025This bill proposes amendment to Section 54 of the Jammu and Kashmir Reorganisation Act, 2019, to provide a legal basis for the removal of Chief Ministers or Ministers who are arrested in serious criminal cases.Opposition's oppositionOpposition parties reacted sharply to these bills. AIMIM chief Asaduddin Owaisi called it a violation of the principle of separation of powers of the Constitution. He said that this bill undermines the rights of the government elected by the people and gives free hand to the executive agencies to act arbitrarily. Owaisi termed it an attack on democracy and warned that it was a step towards turning the country into a "police state".Congress leader Manish Tewari also opposed the bill, saying it was a sensitive bill and needed detailed discussion. He strongly opposed it, calling it a weapon of political misuse. SP leader Dharmendra Yadav termed the three bills as anti-constitutional and anti-justice. N K Premachandran questioned why these bills needed to be brought in such a hurry.Uproar in the HouseThe situation in the Lok Sabha turned tense when the bills were introduced. Opposition MPs tore copies of the bill and threw it at the Home Minister and tried to bend his mic. TMC MPs started sloganeering in the well of Parliament, after which Congress general secretary KC Venugopal and SP's Dharmendra Yadav also tore copies of the bill and protested. MPs of all opposition parties came down to the well, due to which the proceedings of the House had to be adjourned.Ruling party MPs, such as Ravneet Bittu, Kamlesh Paswan, Kiren Rijiju, and Satish Gautam tried to stop the opposition MPs by defending the Home Minister. Home Minister Amit Shah tried to calm down his party MPs to control the situation and announced that the bill would be sent to the Select Committee.
