The Rajasthan Legislative Assembly is set to resume its budget session on March 5, following a scheduled break for the Holi festival. The proceedings, which were adjourned on February 27, will commence at 11:00 AM with the Question Hour. This phase of the session is expected to witness the introduction of several pivotal bills aimed at reforming local governance and commercial regulations. According to officials, the government has prepared a comprehensive agenda for the upcoming sittings.

Amendments to Local Body Election Eligibility

A primary focus of the upcoming session is the proposed removal of the two-child policy for candidates contesting in Panchayati Raj and urban local body elections. Under the existing framework, individuals with more than two children are restricted from contesting these polls. Panchayati Raj Minister Madan Dilawar will introduce the Panchayati Raj Amendment Bill, while UDH Minister Jhabar Singh Kharra will present the Municipalities Amendment Bill to eliminate this restriction. This move is intended to broaden the scope of participation in grassroots democracy.

Introduction of Jan Vishwas and Commercial Bills

The assembly will also deliberate on the Rajasthan Jan Vishwas (Amendment of Provisions) Bill 2026. This legislation is designed to streamline various regulatory provisions and enhance the ease of governance by decriminalizing certain minor offenses, while On top of that, the Rajasthan Shops and Commercial Establishments (Amendment) Bill 2026 is scheduled for discussion. Both bills are expected to be put to a vote for passage following the floor debates, aiming to modernize the state's legal framework for businesses.

Daily Schedule and Question Hour Details

The session on Thursday will begin with the Question Hour at 11:00 AM, where ministers will respond to inquiries regarding departmental functioning and public welfare schemes. This will be followed by the Zero Hour, allowing members to raise urgent matters of public importance. The current business schedule has been finalized up to March 6, covering the immediate legislative priorities of the state government. Members of the opposition are expected to raise issues concerning law and order and rural development during the discussions.

Business Advisory Committee and Extended Timeline

The Business Advisory Committee (BAC) is responsible for determining the further course of the assembly's schedule. According to officials, if the BAC decides to extend the current work plan, the Panchayati Raj and Municipalities amendment bills may be formally passed on March 9. The government aims to ensure these legislative changes are implemented ahead of the upcoming local governance cycles, while the session will also address budgetary allocations and other financial matters pending before the house.
