Rajasthan Deputy Chief Minister and Finance Minister Diya Kumari has announced a series of significant measures for government employees and public infrastructure during her reply to the budget debate in the State Assembly. These announcements aim to streamline administrative processes and bolster the state's developmental framework. The Finance Minister emphasized that the government is committed to inclusive growth, ensuring that the benefits of the budget reach all sections of society through structured financial planning.

Significant Relief and Insurance for State Government Employees

In a major move for the state workforce, the Deputy CM announced that government employees would no longer face salary and allowance recovery if they leave their current post during the two-year training period to join another central or state government job, while previously, employees were required to refund the salary received during training, a rule that has now been abolished to facilitate career mobility. On top of that, the government has committed to providing continuous insurance cover for employees until their retirement, while this initiative is designed to strengthen the social security net for the state's administrative and clerical staff.

Strengthening Infrastructure and Water Supply Systems

The state government has proposed substantial investments to upgrade Rajasthan's road network and water management systems. According to the Finance Minister, ₹690 crore has been allocated for the construction of new roads across the state. To address the issue of aging infrastructure, ₹150 crore will be spent on replacing old water pipelines. Also, ₹220 crore has been earmarked for various other water supply projects. To improve energy distribution, new Grid Sub-Stations (GSS) will be constructed, aiming to provide stable and uninterrupted power supply to both rural and urban consumers.

Industrial Growth and Technological Advancements in Education

To stimulate industrial activity, a new industrial area will be developed near the Greenfield Airport in Kota. In a move to support the MSME sector, new applications will now be processed at District Industry Centers, simplifying the approval process for local entrepreneurs. In the education sector, new courses will be introduced at IIIT Kota. With central assistance, IIIT Kota is slated to be developed as an Artificial Intelligence (AI) Hub. The government also plans to introduce new subjects in schools and colleges and undertake infrastructure improvements to enhance the quality of education in the state.

Healthcare Expansion and Social Welfare Initiatives

The healthcare sector received a boost with the announcement of robotic surgery facilities at Kota Medical College. A total of ₹25 crore will be invested in various hospital projects in Kota. Under social welfare schemes, 75,000 school children will undergo eye examinations and receive free spectacles. For women's empowerment and safety, one lakh women will receive training in self-defense and counseling, while the government also decided to increase the seat capacity in Ambedkar and OBC hostels. For environmental conservation, ₹25 crore will be spent on enhancing safari facilities at the Ramgarh Vishdhari Sanctuary.

Fiscal Management and Agricultural Budget Enhancements

Addressing the state's fiscal health, the Finance Minister stated that the government is actively working to increase revenue income. 69% in 2026-27. The agriculture budget has seen a significant increase of 34% compared to the previous government's tenure. Other administrative announcements include the establishment of a mini-secretariat in Lunkaransar, Bikaner, and a new police station in Luni to improve local governance and law enforcement.
