Amid escalating geopolitical tensions in West Asia, the Government of India has decided to accord top priority to the supply of domestic Piped Natural Gas (PNG) and Compressed Natural Gas (CNG) for vehicles. The government has issued the 'Natural Gas (Supply Regulation) Order, 2026', which mandates the diversion of gas from petrochemical plants and refineries to ensure that fuel reach to domestic kitchens remains unaffected. This decision comes in response to disruptions in the global gas supply chain.

Implementation of Essential Commodities Act 1955

To safeguard domestic energy security, the Central Government has invoked its special powers under the Essential Commodities Act, 1955. This order empowers the government to override existing commercial contracts and reallocate gas supplies during emergencies, while according to officials, the objective of this regulatory framework is to ensure that basic energy needs are met locally despite the volatility in international markets and maritime trade routes.

Priority Sector-I and 100% Supply Mandate

Under the new government directive, a 'Priority Sector-I' has been established within the gas distribution system. This category includes domestic PNG and CNG used in the transport sector. These sectors are guaranteed 100% gas supply based on their average consumption over the previous six months. This implies that as long as gas is available in the national grid, the requirements of households and public transport will be fulfilled first before any allocation to other sectors.

Statements from Regional Gas Distributors

Gas distribution companies operating across various states have clarified the current supply situation, while manish Verma, Marketing Head at Aavantika Gas Limited in Madhya Pradesh, stated that while the cost of procuring gas has increased due to the conflict, it won't adversely affect domestic PNG supplies. Similarly, officials from Green Gas Limited in Uttar Pradesh confirmed that supply remains consistent with demand in cities like Lucknow and Agra, urging consumers not to panic.

Impact on Industrial Gas Allocation

While the domestic sector has been prioritized, industrial consumers are facing reduced gas allocations, while several distribution companies, including Adani Total Gas Limited, have indicated that some Middle Eastern suppliers have reduced their output, leading to cuts in the quotas for industrial clients. According to the government's new guidelines, many industries are now receiving only about 80% of their average consumption to ensure a sufficient buffer for essential services.

Role of GAIL and Pooled Pricing Mechanism

The government has tasked GAIL (India) Limited with managing the Pooled Price System. This system averages the prices of gas procured from various sources to provide fuel at affordable rates to sensitive sectors. With drone attacks on energy infrastructure in West Asia and threats to maritime routes, India's import dependency remains a significant challenge, while india imports over 50% of its total natural gas requirements, making these strategic diversions necessary for national energy stability.
