Congress President Mallikarjun Kharge has officially sounded the poll bugle for the 2026 Assam Assembly elections by announcing the party's 'Five Guarantees'. Addressing a massive public rally at Naoboicha in Lakhimpur district, Kharge launched a scathing attack on the incumbent BJP government, calling for a change in power. The guarantees focus on women's empowerment, universal healthcare, land rights, and social justice. Kharge emphasized that these promises are designed to improve the economic condition of the citizens and ensure the holistic development of the state.
Financial Assistance and Empowerment for Women
The first major guarantee from the Congress party focuses on the economic independence of women. Kharge announced that if voted to power, the Congress government would initiate unconditional monthly cash transfers directly into the bank accounts of women across the state. On top of that, an additional financial grant of ₹50,000 will be provided to women who wish to start a new business or expand an existing one. Criticizing the current administration's schemes, Kharge stated that Congress's assistance would reach beneficiaries without any political bias or the requirement of party membership.
Universal Healthcare and Social Security for Seniors
In the healthcare sector, Congress has promised a ₹25 lakh cashless health insurance cover for every family in Assam, similar to models implemented in other Congress-ruled states. This initiative aims to protect citizens from the financial burden of critical illnesses. Also, the party has pledged a monthly pension of ₹1,250 for senior citizens to strengthen the social security net. According to Kharge, this measure is essential to ensure that the elderly can lead a life of dignity and meet their basic daily requirements without financial distress.
Land Rights and Permanent Titles for Indigenous People
Addressing the long-standing issue of land ownership in Assam, the Congress party has guaranteed permanent land titles (pattas) to 10 lakh 'Khilonjia' (indigenous) people. The party maintains that providing ownership rights to those who have been deprived of land titles for generations is crucial for their identity and economic stability. Kharge alleged that the current administration has neglected the land rights of the indigenous population, a grievance that a Congress government would address on a priority basis.
Judicial Commitments and Administrative Accountability
The Congress President also emphasized the party's commitment to fast-tracking judicial processes. He specifically mentioned that justice in the case involving Zubeen Garg would be ensured within 100 days of the party coming to power. Beyond specific cases, Kharge spoke about implementing a time-bound action plan to bring transparency to the state administration and ensure the swift disposal of pending legal matters, while he asserted that delays in justice are a disservice to the people of Assam and promised a more accountable governance structure.
Political Critique and Allegations Against the BJP Government
During the rally, Mallikarjun Kharge leveled serious allegations of corruption against Chief Minister Himant Biswa Sarma and the BJP government. He claimed that the 'double engine' government in the state is being used to fill the coffers of party leaders and their families. Kharge referred to the Chief Minister as a 'fake CM', alleging that the 2021 mandate was sought under Sarbananda Sonowal's leadership, who was later replaced. He further accused the government of creating an atmosphere of fear and attempting to divide the people of the state for political gains.
