The Bihar government has officially accepted the primary demands of students protesting against the current teacher recruitment process. Chief Minister Samrat Choudhary announced that the upcoming TRE-4 (Teacher Recruitment Exam) will now be conducted in a single stage, moving away from the previously proposed two-tier system of Preliminary (PT) and Mains examinations. This decision comes after intense demonstrations by students in Patna, who had recently taken to the streets and attempted to surround the Chief Minister's residence to voice their grievances. Following a high-level meeting with student representatives, the government has not only addressed the TRE-4 format but has also sanctioned 9 other major decisions aimed at reforming the state's recruitment landscape.
TRE-4 to be a Single Stage Examination
The most significant takeaway from the government's announcement is the restructuring of the TRE-4 recruitment process. CM Samrat Choudhary clarified that the government has been serious about student concerns from the beginning. By reverting to a single-stage examination, the government aims to simplify the process and reduce the time taken for final selections. On top of that, the principle of one candidate, one result will be implemented as per the rules to ensure fairness and transparency in the final merit list, while this move is expected to benefit thousands of aspirants who were concerned about the complexities and potential delays associated with a multi-stage examination process.
Formation of Expert Committee for Exam Reforms
To address broader issues within the state's examination system, the Bihar government has constituted an Expert Committee on Examination Reform. This committee will be headed by a judge from the Honorable Patna High Court. The primary objective of this committee is to provide recommendations for improving the conduct of various competitive exams and to hear specific complaints from students. The government has emphasized that any complainant with evidence regarding irregularities in exams can present their case or suggestions before this committee. Student Support Portal and Grievance Redressal
In an effort to provide a direct communication channel between the aspirants and the administration, the government has launched the Vidhyarthi Sahyog Portal (Student Support Portal) and Vidhyarthi Sahyog Shivir (Student Support Camps). CM Samrat Choudhary stated that these platforms are designed for the swift resolution of student problems and complaints. The government has committed to resolving issues raised through these portals within a strict timeframe of 30 days. This initiative is part of the state's broader commitment to the welfare and bright future of the youth in Bihar.
Key Decisions and Recruitment Probes
The official press release detailed several other critical decisions taken during the meeting with student representatives. Regarding the 70th BPSC examination, the government has agreed to a transparent investigation by a probe committee. Similarly, the Bihar Staff Selection Commission (BSSC) has been directed to ensure that all recruitment exams are conducted on time and to release an official calendar at the earliest, while the ongoing recruitment process for 1799 Daroga (Sub-Inspector) positions will also be scrutinized by the newly formed expert committee, and further steps will only be taken after the committee submits its report. On top of that, the government has decided to prioritize the Bihar Eligibility Test (BET) before the recruitment of Assistant Professors.
Reforms in Librarian and Contractual Recruitment
The Bihar government has also addressed the long-standing demand for the recruitment of librarians. It has been decided that the recruitment process for librarians will be initiated soon based on the available vacancies. Another significant policy shift involves the weightage given to contractual employees in government recruitments. A high-level committee will be formed to determine whether a separate quota should be established for contractual workers who receive additional marks or weightage, ensuring that the interests of all candidates are balanced according to government provisions.
Domicile Policy and Age Relaxation
The government has taken a firm stance on the implementation of a maximum domicile policy in all state recruitment processes. This will be carried out in accordance with legal advice and existing rules to prioritize local candidates. Plus, a proposal regarding the relaxation of the maximum age limit for various recruitment processes will be placed before the committee for consideration. The government has also reached a consensus on the mandatory issuance and strict adherence to a recruitment calendar to provide clarity to aspirants regarding exam dates and result declarations.
Ensuring Transparency and Paper Leak Investigations
To maintain the integrity of competitive exams, the government will present a proposal before the judicial committee to ensure the transparency of question papers, OMR sheets, and answer keys for all exams conducted on the lines of BPSC. Meanwhile, the Economic Offenses Unit (EOU) is actively investigating the paper leak allegations related to the AEDO and Sanitary Inspector exams conducted by BPSC. The government has reiterated its commitment to ensuring transparent, fair, and accountable conduct for all competitive examinations, while 2026 has been cancelled with immediate effect to align with the new consensus reached with the students.
