Chief Economic Advisor V. Anantha Nageswaran has proposed a significant policy shift regarding fuel distribution in India. He has suggested that the government should consider making E10 petrol available as an alternative alongside the currently standard E20 blend. This recommendation is primarily aimed at addressing the growing concerns of owners of older vehicles who fear that the higher ethanol content in E20 might adversely affect their vehicle's performance and longevity. Nageswaran, along with Akash Pujari, an advisor in the Department of Economic Affairs, articulated these views in a recently co-authored article, emphasizing the need for a more flexible approach to ethanol blending to accommodate the existing vehicular fleet.
The Need for E10 for Older Vehicles
The primary motivation behind this suggestion is the vast number of older vehicles still operating on Indian roads. According to reports, there are approximately 75 million to 80 million old two-wheelers in India that were manufactured before the implementation of BS4 emission standards. Many of these vehicles use carburetors rather than modern fuel injection systems. The CEA argues that providing a lower ethanol option like E10 would allow these older vehicles to operate more smoothly and reduce the anxiety of their owners regarding potential engine damage or performance issues. While the government clarified last month that there is currently no proposal to reintroduce lower ethanol blends like E0 or E10, the CEA's suggestion brings the debate back to the forefront.
Understanding the Mileage and Energy Gap
One of the most discussed aspects of E20 petrol is its impact on vehicle mileage. Nageswaran and Pujari pointed out that ethanol contains only about two-thirds of the energy found in pure petrol. Consequently, as the proportion of ethanol in the fuel blend increases, the overall energy density of the fuel decreases, leading to a reduction in mileage, while their estimates suggest that E20 could result in a 6 to 7 percent difference in terms of energy efficiency compared to lower blends. They also addressed various claims circulating on the internet suggesting a mileage drop of up to 30 percent, clarifying that such figures are exaggerated and incorrect. However, they did acknowledge that ethanol blending helps in reducing certain pollutant emissions, such as carbon monoxide and unburnt hydrocarbons.
Technical Challenges for Older Two-Wheelers
The technical concerns are particularly acute for older bikes and scooters that use carburetors. A carburetor is a mechanical device that can't automatically adjust the fuel-to-air ratio based on the additional oxygen present in ethanol-blended fuel. In the case of E20, this can lead to a 'lean' fuel mixture, where the engine receives less fuel relative to air, potentially causing the engine to run hotter than intended. On top of that, the rubber seals and components in older vehicles may not have been designed to withstand prolonged exposure to higher concentrations of ethanol. If these seals aren't ethanol-compatible, they could degrade over time, leading to leaks and other mechanical failures. While replacing these seals isn't an exorbitantly expensive task, the sheer scale of doing so for 80 million vehicles makes it a logistical challenge.
Economic and Agricultural Implications
The debate over ethanol blending also extends to India's broader economic and agricultural landscape. India currently imports crude oil worth approximately 11 to 12 lakh crore rupees annually. The implementation of E20 is estimated to reduce this import bill by about 3 to 4 percent. However, increasing the ethanol blend further to E27 or E30 would require a significant increase in the production of maize and other food grains. Maize currently accounts for about half of India's ethanol production. The CEA noted that the increasing demand for maize for fuel could put pressure on land and water resources, potentially affecting the cultivation of other essential crops like soybean, groundnut, and mustard. That's why, the ethanol policy must be viewed through the lens of food security, water conservation, and farmer income, rather than just fuel requirements.
Recommendations for the Government
In their conclusion, Nageswaran and Pujari suggested that the government should reintroduce lower ethanol petrol for older vehicles and maintain the current E20 standard for the time being. They also called for a review of regulations related to maize pricing and water usage, as well as a reconsideration of import duties on edible oils. The core of the argument is that the discussion shouldn't just be about whether E20 damages engines, but about how India chooses to take advantage of its land, water, and agricultural output for its energy needs.
