Unlike previous models where the government might provide land, the new rules mandate that any institution wishing to set up a private university in Delhi must purchase its own land. The government won't provide or facilitate land for these private entities, ensuring that the state's land resources are preserved while allowing private investment in education.
Reservation and Fee Regulation
To protect the interests of local residents, the bill includes a mandatory reservation clause. According to the approved draft, 25 percent of the total seats in these private universities must be reserved specifically for students from Delhi. This ensures that the youth of the capital have priority access to the new educational facilities being created in their own city. Also, the government is taking a proactive stance on the issue of high education costs, while a dedicated Regulatory Committee will be established to monitor and review the fees charged by these private universities. This committee will have the authority to oversee fee structures and ensure that education remains accessible and that institutions don't engage in arbitrary overcharging.
Alignment with National Education Policy 2020
The Delhi Private University Bill also mandates strict adherence to the National Education Policy (NEP) 2020. Every private university established under this new law will be required to follow the guidelines and rules set forth by the NEP 2020. Minister Ashish Sood emphasized that the Delhi government is working in complete alignment with the national policy to modernize the education system. By integrating NEP 2020 standards, the government aims to ensure that the quality of education provided by these private institutions meets international and national benchmarks.
