The Rajasthan Anti-Corruption Bureau (ACB) has executed a major operation in the multi-crore Jal Jeevan Mission (JJM) scam by arresting retired IAS officer Subodh Agarwal. Agarwal, who had been evading authorities for a significant period, was apprehended in Delhi on the evening of Thursday, April 9. Following his arrest, he was produced before a court and subsequently sent to remand. Reacting to the arrest of the retired bureaucrat, Agriculture Minister Kirodi Lal Meena stated that the JJM scam involved misappropriation amounting to approximately ₹900 crore. He alleged that contracts were secured using forged signatures and fraudulent documents. Meena highlighted that he had previously brought these facts to the attention of the then Chief Minister Ashok Gehlot through formal letters and public disclosures. According to the minister, the scam was a systematic failure where high-ranking officials allegedly facilitated illegal activities.

Minister Meena recalled his struggle against the alleged corruption during the previous government's tenure. He stated that he had approached the Ashok Nagar police station to register an FIR, but the administration at the time refused to take action. This led to a 4-day protest by Meena outside the police station in June 2023. He asserted that the Gehlot government's indifference toward these corruption charges was a primary reason for their removal from power by the electorate, fulfilling his commitment to bring the guilty to justice.

Role of the Finance Committee in Tender Allocation

Explaining the technicalities of the scam, Meena pointed out that Subodh Agarwal served as the Chairman of the Finance Committee. He emphasized that the Finance Committee holds the ultimate authority to clear tenders after the Technical Committee's evaluation. From this perspective, Meena argued that Agarwal bears direct responsibility for the irregularities in the tender process. While the minister labeled him as a key accused, he added that the final determination of guilt would be decided by the judiciary.

The JJM scam investigation has already seen high-profile actions, including the arrest of former minister Mahesh Joshi by the Enforcement Directorate (ED) on April 24 2025, following an 8-hour interrogation. Although the Supreme Court granted bail to Joshi on December 3 2025, the investigation continues to expand. The case, which gained momentum in June 2023 after Meena's persistent demonstrations, remains a central point of political contention in Rajasthan as investigative agencies probe deeper into the administrative and political nexus.
