The Bharatiya Janata Party Member of Parliament from Mandi, Kangana Ranaut, took a stern and uncompromising stance against administrative officials during a meeting of the District Development Coordination and Monitoring Committee (DISHA) held on Saturday. The meeting, which was intended to review the progress of various developmental schemes, saw the MP expressing her intense frustration over the slow pace of work and the underutilization of allocated funds. Kangana Ranaut didn't mince words as she addressed the gathering of officials, highlighting a significant gap between the allocation of resources and their actual implementation on the ground.

During the course of the meeting, the atmosphere became notably tense when the discussion turned to the status of projects funded through the Member of Parliament Local Area Development (MPLAD) scheme, while " She further elaborated on her frustration by stating that the situation has reached a point where she finds it difficult to represent the progress of her constituency in the national media. Her comments were a direct critique of the administrative lethargy that has hindered the completion of essential public works.

Accountability for the 11 Crore Fund

A major point of contention during the DISHA meeting was the status of the 11 crore MP fund. It was revealed that out of the total 11 crore allocated for various developmental activities, approximately half of the amount remains unspent and stuck in administrative processes. Kangana Ranaut questioned the officials on why such a massive portion of the 11 crore fund had not been utilized for the benefit of the public. She emphasized that the primary role of an MP is to secure and provide funds, but the responsibility for the actual expenditure and execution of projects lies squarely with the officials.

BDOs Made to Stand and Answer

In a move to enforce accountability, Kangana Ranaut asked all the Block Development Officers (BDOs) present at the meeting to stand up. She demanded a clear and detailed report regarding the projects that have been stalled. The MP insisted that officials shouldn't attend these meetings merely as a formality or for the sake of paperwork. She stressed that decisions taken in previous meetings must be followed by concrete action and visible results. She specifically asked why the suggestions and points discussed in the last meeting had not been implemented as expected.

Demand for Detailed Progress Reports

Kangana Ranaut instructed the officials to move beyond just creating plans and suggestions. She stated that the real challenges and obstacles only become apparent when these plans are implemented on the ground, while to ensure better monitoring, she ordered the creation of separate lists for projects based on their completion status. She demanded specific lists for works that are 40, 50, 60, or 80 percent complete. This categorization is intended to identify exactly where each project is stuck and what is required to push it toward completion. Also, she asked for a time-bound plan for every pending case to ensure that the work is finished within a stipulated period.

The Definition of Completed Work

The Mandi MP also addressed the issue of fund recovery and project closure. She clarified that merely stating that a request for a refund has been made to the concerned party isn't sufficient. According to her instructions, a project or task won't be considered complete until the money is actually returned to the government account. She urged the officials to stop making excuses and to take full responsibility for the stuck projects, ensuring that every rupee of the 11 crore fund is accounted for and utilized for the welfare of the people of Mandi.
