In a major and significant decision ahead of Diwali, the Modi government has introduced sweeping changes to the Agnipath scheme for the nation's youth and the Indian Armed Forces. Chief of Defence Staff General NS Raja Subramani has officially announced that 25 percent of Agniveers will become regular soldiers. Along with this vital announcement, the service tenure of Agniveers has also been extended, providing a direct and substantial benefit to lakhs of young aspirants across the country, while this strategic step by the government will further fortify the operational capabilities of the armed forces while offering expanded career opportunities for the youth wishing to serve the motherland.

Detailing the decision, Chief of Defence Staff General NS Raja Subramani stated that today is a very significant day for the Indian Defence Forces and for our Agniveers. The Union Cabinet has created a definitive pathway for all Agniveers to be absorbed into the Indian Defence Forces. Elaborating on the scheme, he recalled that the Agnipath scheme was introduced on June 14, 2022. At that time, it was clearly stated that continuous performance evaluation of the Agniveers would be conducted and the scheme would be reviewed from time to time. As the first batch of Agniveers is nearing the completion of their four-year tenure, the performance evaluations conducted over these four years have yielded extremely positive feedback regarding their operational capabilities.

Selection Of Regular Soldiers Based On Merit

General NS Raja Subramani explained that, as everyone is aware, 25 percent of Agniveers will be enrolled into the regular forces based purely on merit. Previously, the framework dictated that 75 percent of Agniveers would exit into society as disciplined and motivated youth after completing four years. However, under this revised scheme, the remaining 75 percent of Agniveers will be offered an additional engagement period of two years. Upon completing this two-year engagement period, all willing Agniveers will be enrolled into the armed forces, subject to objective selection criteria. These are the four major and defining pillars of this updated scheme following our objective assessment.

The Chief of Defence Staff further clarified that after assessing organizational efficiency and operational requirements, the outstanding performance of Agniveers—whether in physical fitness, motivation levels, morale, or technological prowess—has clearly come to the fore. As mentioned earlier, 25 percent of those completing their initial four-year engagement period will be enrolled as regular soldiers. Upon our recommendation, the Indian Defence Forces recommended granting a second engagement period of two years to the remaining 75 percent of Agniveers, an initiative that the Cabinet has formally approved today.

Opportunity For Regularization After Second Tenure

When these Agniveers complete their second engagement period of two years, all of them will be given the opportunity to join the Indian Armed Forces as regular soldiers, depending on their willingness and objective selection criteria, while the Chief of Defence Staff noted that after completing four years, every Agniveer will be given the chance to become a regular soldier in the Indian Armed Forces, contingent upon their willingness and our transparent selection standards. The introduction of this two-year second engagement period has been implemented after careful deliberation and comprehensive review, successfully balancing all necessary perspectives.

Subramani emphasized that operational efficiency, organizational requirements, and the aspirations of the Agniveers have guided this policy shift. Reviewing the achievements of the scheme over the past four years, he highlighted several key milestones. First, our recruitment footprint has expanded Notably across all districts of the country, with youth enrolling as Agniveers from nearly every district, while second, the recruitment process has become remarkably transparent and streamlined. Previously, physical tests preceded entrance examinations, but now the written test is conducted first, followed by the physical test, allowing us to manage medical examinations and overall recruitment for a limited number of candidates with utmost transparency and efficiency.

Skill Enhancement And Enhanced Remuneration

Third, over these four years, we've observed that the physical fitness, motivation, morale, technological prowess, and discipline of the Agniveers have remained at an exceptionally high level. Plus, during their service, ample opportunities have been provided to enhance their educational qualifications and skills. For instance, personnel who joined with a tenth-grade qualification have been supported in completing their twelfth grade, while those with a twelfth-grade qualification have been given opportunities to pursue graduation. Also, skill certificates have been awarded through national qualifications frameworks.

Subramani also shared that multiple branches within the defence forces have been opened up for women. This decision to grant an additional two-year engagement period to the remaining 75 percent of Agniveers was taken strictly after gathering comprehensive feedback and conducting thorough reviews. During this second engagement period, they will receive higher remuneration and enhanced Seva Nidhi benefits. With the introduction of this second engagement period, the Cabinet has successfully paved a clear pathway for all Agniveers to be absorbed into the Indian Defence Forces. These constitute the primary and detailed features of the scheme. Prior to this, reports emerged that Gujarat Deputy Minister Sanghavi made a major announcement granting exemptions to former Agniveers from police recruitment examinations.
