The Central Bureau of Investigation (CBI) has achieved a major breakthrough in the NEET-UG 2026 examination paper leak case by apprehending the alleged mastermind and kingpin of the entire operation. The arrested individual has been identified as PV Kulkarni, a Chemistry lecturer who is believed to have orchestrated the entire conspiracy. According to the investigation, Kulkarni played a pivotal role in accessing the confidential question papers and distributing them to a select group of students well before the scheduled examination date, while this arrest marks a significant milestone in the ongoing probe, bringing the total number of arrests in this high-profile case to eight.

Role of the Kingpin and Access to Question Papers

The investigation conducted by the CBI, based on critical inputs provided by the National Testing Agency (NTA), revealed that PV Kulkarni had direct involvement in the examination process, which he allegedly exploited to gain unauthorized access to the question papers. As a lecturer in Chemistry, Kulkarni possessed the technical knowledge and the necessary network to facilitate such a breach. It has been established that he accessed the question paper and began mobilizing students as early as the last week of April 2026. His role wasn't limited to just procuring the paper but extended to organizing a structured system to disseminate the leaked information to candidates who were part of the syndicate.

The Modus Operandi and Special Coaching Classes

To execute the plan, PV Kulkarni collaborated with another accused, Manisha Waghmare, who had already been arrested by the CBI on May 14, 2026. Together, they organized special coaching sessions for the students at Kulkarni’s private residence located in Pune. During these clandestine classes held in late April, Kulkarni provided the students with the actual questions, their corresponding options, and the correct answers. The students were instructed to manually record these details in their personal notebooks. The gravity of the leak was confirmed when the CBI found that the handwritten notes in the students' notebooks were an exact match to the actual question paper used in the NEET-UG 2026 exam held on May 3, 2026.

Nationwide Arrests and Legal Proceedings

The CBI's crackdown on the paper leak network has led to arrests across multiple locations in India. So far, seven other individuals besides Kulkarni have been taken into custody from cities including Jaipur, Gurugram, Nashik, Pune, and Ahilyanagar. Out of these, five accused persons have already been produced before the court and have been remanded to police custody for a period of seven days to facilitate further interrogation, while the two most recently arrested individuals are currently being produced in a Pune court for transit remand, as the CBI seeks to transfer them to a Delhi court for more comprehensive legal proceedings and questioning regarding the broader network of the paper leak syndicate.

The CBI continues to investigate the extent of the leak and the number of beneficiaries involved in this scam. The fact that the questions were mobilized and taught to students nearly a week before the national-level entrance exam highlights a severe lapse and a well-coordinated criminal effort. The agency is currently scrutinizing the financial transactions and communication logs of PV Kulkarni and Manisha Waghmare to identify other potential collaborators, while as the legal process moves forward in both Pune and Delhi, the CBI aims to dismantle the entire infrastructure that allowed such a significant breach of the NEET-UG 2026 examination process.
