In a significant political development within Pakistan Occupied Kashmir (PoK), the Pakistan Muslim League-Nawaz (PML-N), led by Prime Minister Shehbaz Sharif, has notably shifted its stance regarding the ongoing mass protests and civil unrest. After months of tension and allegations, the party has now adopted a conciliatory tone toward the protesters who have been agitating against the administration, while this change in rhetoric was highlighted by Rana Sanaullah, the advisor to the Prime Minister, who stated on Saturday that 99 percent of the individuals participating in these demonstrations are patriots. This statement marks a sharp departure from the party's previous position, where it had justified crackdowns by suggesting that the movement was being infiltrated by elements of the banned terrorist organization Tehreek-e-Taliban Pakistan (TTP).
Dialogue with Joint Awami Action Committee
The PML-N has announced its intention to engage in formal negotiations with the leadership of the Joint Awami Action Committee (JAAC). The JAAC is a broad-based coalition that has been spearheading the protest movement for over two months. This organization represents a diverse cross-section of society in PoK, including students, traders, transporters, lawyers, and social activists. Despite the regional government of PoK imposing a ban on the JAAC in June, the PML-N now views dialogue as a necessary step forward. Rana Sanaullah emphasized that if the PML-N secures a two-thirds majority and forms the government, its primary objective will be to meet with JAAC representatives to resolve the long-standing disputes through peaceful discussion.
Election Dynamics and Majority Claims
The shift in the PML-N's strategy coincides with the ongoing electoral process in the region. The PoK Legislative Assembly consists of 45 elected seats, and the elections are being conducted in multiple phases. According to the latest reports, two phases of the elections have been completed, during which the PML-N has managed to secure 25 seats. This victory places the party beyond the simple majority mark, establishing its dominance over its primary rival, the Pakistan Peoples Party (PPP), while interestingly, while the PPP is a coalition partner of the PML-N in the federal government of Pakistan, they're competing directly in the PoK elections. The third phase of polling for 4 seats is scheduled for Monday, while elections for 7 other seats have been postponed indefinitely due to various reasons.
Demands of the JAAC and Human Rights Concerns
The Joint Awami Action Committee has put forward several critical demands that have fueled the protests. One of the most contentious issues is the demand to abolish the 12 disputed refugee seats in the PoK assembly. The JAAC alleges that these specific seats are utilized as a political tool to manipulate the selection of the Prime Minister according to the preferences of the establishment. The intensity of the protests and the subsequent response from security forces have drawn international scrutiny. Organizations such as Amnesty International and the Human Rights Commission of Pakistan (HRCP) have expressed deep concern over the use of force against protesters and have called for independent investigations into the incidents of violence.
Casualty Claims and International Reaction
The situation in PoK grew increasingly volatile following the commencement of the election process on July 27. The JAAC has made startling claims regarding the loss of life during the unrest. The organization asserts that more than 40 people, including women and children, have been killed since the elections began. Plus, the JAAC claims that the total death toll since the first week of June has exceeded 400 protesters. However, the Pakistani government has categorically denied these figures, maintaining that the numbers provided by the protesters are highly exaggerated and that no such large-scale fatalities among civilians have occurred. On August 7, the United Nations also weighed in on the security situation in PoK, stressing the need for accountability regarding the actions taken against peaceful demonstrators.
India's Sovereign Position
Amidst the internal turmoil in PoK, India has consistently maintained its firm diplomatic and legal stance regarding the region. The Indian government reiterates that the entire Union Territories of Jammu and Kashmir and Ladakh are integral and inseparable parts of India. New Delhi has repeatedly pointed out that Pakistan continues to maintain illegal and forced occupation over certain parts of these territories.
