The National Investigation Agency (NIA) has taken a significant legal step in the investigation of the devastating car bomb blast near the historic Red Fort in Delhi by filing a comprehensive 7500-page chargesheet against 10 accused individuals. The blast, which occurred on November 10, 2025, had sent shockwaves across the national capital and raised serious security concerns. This terrorist attack resulted in the tragic loss of 11 innocent lives and left numerous others injured. The intensity of the explosion was so severe that it caused extensive damage to surrounding properties. The NIA submitted this voluminous chargesheet before the Special Court of Patiala House Court in New Delhi, detailing every aspect of the conspiracy.

Links to Ansar Gazwat-ul-Hind and AQIS

The intensive investigation conducted by the agency has clearly established that all the accused were deeply associated with the proscribed terrorist organization Ansar Gazwat-ul-Hind (AGuH). AGuH is considered a major affiliate of Al-Qaeda in the Indian Subcontinent (AQIS). It's pertinent to note that the Ministry of Home Affairs had declared AQIS and its affiliated groups as terrorist organizations in June 2018. The chargesheet identifies Dr. Umar Un Nabi, a resident of Pulwama, as the prime accused. However, Dr. Umar died during the course of the investigation. He had been serving as an Assistant Professor in the Department of Medicine at Al-Falah University in Faridabad, Haryana, which served as a cover for his clandestine terrorist activities.

'Operation Heavenly Hind' and Sharia Law Conspiracy

According to the NIA's revelations, the primary objective of this terror module was to overthrow the democratically elected Indian government and establish Sharia law in the country through 'Operation Heavenly Hind', while the investigation found that the accused were completely radicalized by the extremist jihadi ideology of AQIS and AGuH. A secret meeting was held in Srinagar in 2022, where, after failing to travel to Afghanistan, the accused decided to reactivate the AGuH organization as 'AGuH Interim'. Following this meeting, a large-scale conspiracy against India was hatched, which eventually culminated in the Red Fort blast.

IED Manufacturing and Illegal Weapon Procurement

The NIA's probe further revealed that the accused manufactured large quantities of explosives using chemicals easily available in the market. The primary explosive used in the blast was TATP (Triacetone Triperoxide), which the accused prepared at secret locations by mixing various chemicals. Also, the accused were involved in creating and testing different types of Improvised Explosive Devices (IEDs). The NIA stated that the accused weren't only working on traditional explosives but were also experimenting with rocket and drone-mounted IEDs to target security establishments in Jammu and Kashmir and other parts of the country. Prohibited weapons, including AK-47 rifles, Krinkov rifles, and country-made pistols, along with a large cache of live ammunition, were recovered from them.

Extensive Investigation and Evidence Collection

To conclude the investigation, the NIA conducted raids and gathered evidence across several states, including Jammu and Kashmir, Haryana, Uttar Pradesh, Maharashtra, Gujarat, and Delhi-NCR. The chargesheet includes statements from 588 witnesses, over 395 crucial documents, and more than 200 seized items as solid evidence. The agency used scientific methods, including DNA fingerprinting, to confirm the identity of Dr. Umar Un Nabi. On top of that, voice analysis and forensic examinations were utilized to verify the communication and conspiracy among the accused. The NIA has also proposed to abate the charges against Dr. Umar following his death.

The NIA filed this chargesheet under various sections of the Unlawful Activities (Prevention) Act (UAPA), the Bharatiya Nyaya Sanhita (BNS), and other relevant laws. The investigation also found that the network of the accused was expanding to other parts of the country, but the terror module was busted just in time, while a total of 11 people have been arrested in this case so far, while the NIA continues to conduct raids and investigations to apprehend other absconding suspects involved in the conspiracy.
