The violence extended to the north-eastern regions as well. The National Police reported that Russian drones took the lives of a 69 year old woman and a 77 year old man in the Sumy region. In Kharkiv, Mayor Ihor Terekhov confirmed that a daytime Russian strike killed 1 person and injured 5 others. Authorities noted that fatal attacks occurred in at least six other regions across Ukraine, though further details weren't immediately available.

Infrastructure Damage and Power Outages

The strikes have had a significant impact on Ukraine's energy grid. The grid operator Ukrenergo stated that following Monday's attacks, customers in 8 regions experienced power outages. This situation was exacerbated by a heatwave, which led to increased electricity consumption as citizens turned to air conditioners for relief. In response to the continued bombardment, President Zelensky reiterated his plea to Europe for improved air defense systems to intercept Russian ballistic missiles.

Zelensky emphasized the urgent need for better protection, stating that people require defense against such terrible attacks. He stressed that the most critical requirement is anti-ballistic capabilities, while he urged Europe to be fully active in developing its own anti-ballistic defense systems and missiles to counter the ongoing threat.

Ukraine's increasing use of long-range drone strikes has led to fuel shortages within Russia and Russian-occupied territories. Experts suggest these attacks have weakened Russian supply lines on the front in eastern and southern Ukraine, slowing their advance. Russian President Vladimir Putin acknowledged on Sunday that Ukraine's long-range drone strikes on Russian oil facilities have caused fuel shortages, leading to public frustration as people face long queues at gas stations. Despite this, Putin refused to offer concessions to end the attacks, insisting that Russia would ultimately win the war. Kremlin spokesperson Dmitry Peskov echoed this sentiment, stating that Russia's position on Ukraine remains unchanged and that Russian troops are continuing their offensive. Peskov expressed confidence that their goals would be achieved, despite expert opinions suggesting that Russia's battlefield advantage is diminishing.

Assessing Military Capabilities

The Institute for the Study of War, a Washington-based think tank, suggested that the Kremlin's firm stance is an attempt to force the West and Ukraine to accept Russian demands, while however, the institute noted that Russia's battlefield performance is declining as they move toward 2026, raising questions about their ability to achieve goals through military force alone. In terms of recent aerial engagements, the Russian Defense Ministry claimed its air defense systems shot down 209 Ukrainian drones between Sunday night and Monday morning. Conversely, the Ukrainian Air Force reported that it successfully intercepted 82 out of 108 drones launched by Russia overnight.
