Lok Sabha Speaker Om Birla returned to the House on Thursday following the defeat of a no-confidence motion moved against him by the opposition. The motion was defeated by a voice vote on Wednesday. According to parliamentary records, Speaker Birla had recused himself from presiding over the House proceedings since the notice for the no-confidence motion was received, adhering to democratic conventions. Upon his return, he addressed the members and addressed the allegations of partiality leveled against him.

Response to No-Confidence Motion and Allegations

In his address to the House, Speaker Om Birla noted that this was only the third time in the parliamentary history of independent India that the Lok Sabha discussed a no-confidence motion against the Speaker. Emphasizing the importance of order, the Speaker asserted that no individual is above the rules of the Lok Sabha. He clarified that parliamentary procedures apply uniformly to all members, including the Prime Minister and Union Ministers. According to Birla, even high-ranking officials must provide prior notice under the rules of the House before making statements. He maintained that these rules are essential for the orderly conduct of the House and represent the collective will of the members.

Clarification on Privileges of Leader of Opposition

Addressing the controversy regarding the Leader of Opposition, Rahul Gandhi, the Speaker responded to allegations that the opposition's voice was being restricted. He stated that some members mistakenly believe that the Leader of Opposition holds a status above the House rules. Birla clarified that no member possesses the privilege to speak outside the established norms. He emphasized that while every member has the right to speak, it must be exercised according to the rules inherited and maintained by the House.

Speaker Birla expressed his gratitude to the members who supported him during the debate and those who offered critical perspectives. He remarked that the Speaker's chair isn't the property of an individual but a symbol of the prestige and dignity of the entire House. Concluding his address, the Speaker highlighted that the Lok Sabha represents the aspirations of 140 crore Indian citizens. He mentioned his efforts to encourage members who are often hesitant to participate in parliamentary proceedings. According to the Speaker, maintaining the decorum of the House is a shared responsibility of all members to ensure that legislative business is conducted effectively and in accordance with the established democratic traditions.
