ICC's 123 member countries include 33 African countries, 19 Asia-Pacific, 18 Eastern European, 28 Latin American and Caribbean and 25 Western European and other countries.

Only the signatory countries of the International Criminal Court's Rome law can arrest Putin. Dozens of countries including India, China, Russia and the US are not members of the ICC.
