The West Bengal government has taken a significant administrative step to enhance the efficiency of public grievance redressal by mandating the organization of 'Janata Darbar' sessions in government offices twice a week. This directive aims to provide a platform for the swift resolution of citizen complaints through direct interaction with government officials, while according to the new instructions, these sessions will be held every Tuesday and Thursday, ensuring that the administration remains accessible to the common man at regular intervals. The initiative is designed to strengthen the bond between the state and its residents by addressing their concerns in a time-bound and transparent manner.
Schedule and Participation of Officials
The 'Janata Darbar' is scheduled to take place every Tuesday and Thursday from 10:30 AM to 1:00 PM. During these hours, designated officials are required to be present in their respective offices to meet with the public. The government has issued strict orders that no other meetings or official programs should be scheduled during this period to ensure that the officers are fully available to listen to the grievances of the people. The directive applies to a wide range of field-level and ground-level officers, including District Magistrates, Municipal Commissioners, Sub-Divisional Officers (SDO), Block Development Officers (BDO), and police officials. By involving such a broad spectrum of the administration, the government intends to cover all aspects of public service and law enforcement issues.
Digital Integration and Monitoring
A key feature of this initiative is the integration of the 'Janata Darbar' with the 'Aapnar Sarkar Aapnar Pashe' (Your Government by Your Side) portal. After hearing the complaints, officials are required to record the details of the grievances and the actions taken on this online platform. This digital tracking ensures that every complaint is documented and its progress can be monitored. The Personnel and Administrative Reforms Department has been tasked with overseeing the entire process, ensuring that the grievance redressal mechanism functions smoothly and that officials remain accountable for the tasks assigned to them. This system is particularly beneficial for those who may not be comfortable using digital applications or online portals independently, as they can now present their issues in person and have them recorded by the officials.
Transparency and Accessibility
To ensure that the public is well-informed about these sessions, the government has mandated that the specific days and times for the 'Janata Darbar' be clearly displayed. The names of the officers, their mobile numbers, and their email IDs must be prominently listed outside government offices and on their official websites. This level of transparency is intended to make it easier for citizens to know exactly when and where they can seek assistance. The initiative, originally started by Chief Minister Suvendu Adhikari, emphasizes the principle of full administrative accountability. By providing a face-to-face interaction platform, the government aims to reduce the distance between the highest offices of the state administration and the ordinary citizen, facilitating the resolution of long-pending and critical issues.
