Meena's academic background is marked by high achievement. He pursued his higher education at the Indian Institute of Technology (IIT) Kanpur, where he specialized in Aerospace Engineering. In addition to his tenure in Malkangiri, Meena also served as the SP of Angul and Ganjam districts, where he implemented various policing reforms before being promoted to the rank of DCP in Bhubaneswar.
