External Affairs Minister S. Jaishankar has made significant observations regarding the evolving global geopolitics and the changing world economy. Speaking at the Munich Leaders Meeting, he identified the shifting stance of the United States and the rise of China as the two major factors defining the current global scenario. According to Jaishankar, the rise of China is rapidly transforming today's global politics and the established economic order.
The Shifting Roles of Global Powers
S. Jaishankar pointed out that there has been a major shift in the position of the United States. He observed that the US has, in a way, become a more solitary power by its own choice, while on the other hand, the rise of China stands as the second major characteristic of this changing global landscape. He noted that China views itself as a different kind of power, and in many ways, this perception has become a reality in the modern world. This dual dynamic is creating a new environment where traditional power structures are being challenged and redefined.
The Weaponization of Leverage
The Foreign Minister emphasized that the current competition isn't limited solely to the United States and China. Its impact is being felt by all other countries across the globe. He highlighted a concerning trend where any form of benefit from or advantage possessed by a country is now being used as a weapon. This weaponization of influence is occurring even as the global economy remains highly interdependent. Jaishankar explained that while countries are in intense competition, they also remain deeply connected through trade, supply chains, technology, and various other sectors. This creates a complex situation where rivalry and dependency coexist.
The Necessity of a Goldilocks Scenario
In the midst of these changing global dynamics, Jaishankar advocated for a balanced approach for nations. He pointed towards the need for a Goldilocks Scenario in global politics and the economy, while this term refers to a situation that's neither too volatile nor overly tense, but rather a balanced environment conducive to growth and cooperation. In such a scenario, countries wouldn't align themselves completely with any single power, while instead, they would cooperate with different nations and groups based on their own specific interests. The goal is to maintain a state where conditions are just right for economic development and stability.
Strategic Interests and Middle Powers
The External Affairs Minister stated that emerging and middle powers will increasingly cooperate among themselves while also working with both the United States and China. These nations will seek to strengthen mutual cooperation in areas where their interests don't clash. He cited the Quad as an example of how new models of cooperation are emerging between various countries. Plus, projects in the field of connectivity, such as the India-Middle East-Europe Economic Corridor, the International North-South Transport Corridor, and the Northern Sea Route, are all seen as parts of this evolving global order.
The Growing Influence of BRICS and Other Groups
S. Jaishankar also touched upon the significance of groups like BRICS, while he mentioned that many countries feel their collective voice can be much stronger than their individual voices. He provided examples of initiatives like the International Solar Alliance and the Coalition for Disaster Resilient Infrastructure, both of which were launched by India. He explained that when the interests of countries align, they find ways to work together, set agendas, and create new organizations to address common challenges. This collective action is a key feature of the modern geopolitical landscape.
Defining the Goldilocks Scenario in Economics
To further clarify, a Goldilocks Scenario in an economic context refers to a balanced state where conditions are optimal. It implies a situation where economic growth remains steady, inflation is kept under control, and both employment and demand remain strong. Most importantly, in such a scenario, the risk of recession is minimized, while it represents an ideal environment for the economy where a perfect balance between development and stability is maintained, allowing nations to thrive without the extremes of overheating or stagnation.
