The Jharkhand government has taken a massive step regarding the recruitment process in the state by cancelling 39 examinations and postponing 6 others until further notice. This decision comes after a series of allegations regarding irregularities and misconduct in the examinations conducted by the Jharkhand Public Service Commission (JPSC) and the Jharkhand Staff Selection Commission (JSSC). The state government issued 8 separate notifications late Tuesday night to formalize these changes, marking a significant overhaul in the state's recruitment landscape.
Background of the Decision
The decision to cancel these 45 examinations was influenced by ongoing investigations by the CID and SIT into irregularities within JPSC and JSSC. The Jharkhand government stated that the cancelled exams include those conducted since 2014 by the Jharkhand Public Service Commission and the outsource agency TSR Data Processing Private Limited (TDPL). This move follows intense pressure from students whose demands were recently accepted by the state government. The Hemant Soren-led administration is now working to fulfill those promises by cleaning up the recruitment process which was found to have heavy irregularities and discrepancies.
Major Positions Affected
The cancellation affects a wide range of prestigious and technical positions. Among the cancelled recruitments are posts for Deputy Collector, Drug Inspector, Assistant Professor, Assistant Engineer, Dentist, Civil Judge, Additional Public Prosecutor, and Forest Range Officer. On top of that, recruitment exams for lecturers in government polytechnics, Assistant Conservator of Forests, Senior Scientific Officers, and various other administrative and technical roles have also been scrapped. The government has also cancelled all examinations and results conducted or issued by the outsource agency TDPL.
Structural Reforms and Legal Measures
In addition to cancelling the exams, the Jharkhand government has announced several structural reforms to prevent future misconduct. The government has requested the High Court to constitute a Fast Track Court to handle cases related to irregularities and malpractice in JPSC and JSSC. To ensure internal transparency, an Internal Monitoring Cell and an Internal Vigilance Cell will be established within both commissions. Also, a committee has been formed to suggest examination reforms. This committee, headed by senior IAS officer Amitabh Kaushal, is expected to submit its comprehensive report within 2 months.
