Stepping up its political campaign, the opposition INDIA bloc is organizing a unique public event styled as an impeachment proceeding against Chief Election Commissioner Gyanesh Kumar. Eschewing the actual Parliament building, Lok Sabha Speaker, or Rajya Sabha Chairman, the entire political event will be hosted at the official Delhi residence of Congress President Mallikarjun Kharge. Scheduled for October 30, the event has been officially termed a public impeachment.

Organizers expect around one hundred and fifty to two hundred MPs to attend the gathering, while extensive preparations are underway at the venue, including tents, lighting, stage setup, and a multi-camera arrangement for live broadcasting. While initial discussions revolved around organizing a mock parliament or a mock court, the alliance ultimately finalized this distinct political format to voice its dissent against the poll panel chief.

Political Stage Set at Kharge Residence

The event is scheduled for Friday, October 30, starting at three-thirty in the afternoon. The venue is the official government residence of Congress President Mallikarjun Kharge located at 10 Rajaji Marg in New Delhi. INDIA bloc MPs and senior leaders will congregate here with the primary objective of staging a public impeachment-like proceeding against Chief Election Commissioner Gyanesh Kumar.

Initial attempts to secure alternative venues for the event faced roadblocks, with Congress leaders alleging they were denied necessary permissions. Consequently, Kharge's residence was finalized as the venue. Congress leader Jairam Ramesh announced the event on social media on October 28, describing it as a public impeachment. The proceedings are planned to run from three-thirty in the afternoon until approximately six o'clock in the evening, followed by a high tea session for the attendees. Around 150 to 200 parliamentarians from the coalition are anticipated to participate.

Initial Ideas of Mock Parliament and Mock Court

Before arriving at the final format, the INDIA alliance internal discussions explored several conceptual frameworks. According to sources, the earliest proposal suggested a mock parliament setup mimicking official legislative proceedings. This blueprint envisioned the ruling side on one bench, the opposition on another, a speaker in the chair, and an individual playing the role of Chief Election Commissioner Gyanesh Kumar. Different leaders would assume roles such as the Prime Minister, the Speaker, and the election chief to stage a parliamentary debate and impeachment process.

However, this idea met with reservations from certain alliance leaders. They argued that since there is only one genuine Parliament in the country, setting up an identical replica outside could spark a major political controversy, potentially allowing the Bharatiya Janata Party to frame it as a disrespect to Parliament. A second proposal suggested conducting proceedings modeled after a judicial court, where formal charges against Gyanesh Kumar would be read, and leaders acting as defense and prosecution counsels would present arguments before a political verdict.

This judicial model was also shelved due to concerns that it might trivialize formal legal processes. Plus, because certain matters involving Gyanesh Kumar and the electoral process were sub judice in courts, leaders emphasized exercising caution to avoid unnecessary legal and political complications, thereby ruling out the mock court idea.

Final Format and Chairperson Meira Kumar

Ultimately, a middle-ground format gained the strongest consensus among alliance members, while sources indicate that while the program will draw inspiration from parliamentary proceedings, it won't be an exact replica. Operating under a presidential-style arrangement, leaders from various factions will voice their perspectives, and a resolution demanding the removal of Gyanesh Kumar will be introduced and supported politically.

Former Lok Sabha Speaker Meira Kumar will chair the proceedings. Eager to avoid any perception of mocking parliamentary institutions, the opposition chose to label the event as a public impeachment by the public against CEC Gyanesh Kumar rather than a mock parliament. The gathering will also include civil society representatives and victims of the Special Intensive Revision or SIR process. One representative from each participating political party will speak. Congress President Mallikarjun Kharge will table the resolution, a chargesheet against the CEC will be presented, and senior leader Rahul Gandhi will deliver the concluding address.

Priyanka Gandhi Leads Organization and Political Goals

The operational responsibility for managing the entire event has reportedly been entrusted to Priyanka Gandhi. Organizers have ensured that the program goes beyond mere speechmaking, incorporating structured and visual elements to maximize impact. By assembling 150 to 200 parliamentarians, the INDIA bloc intends to benefit from this platform to advance its political campaign regarding the Election Commission's functioning, the Special Intensive Revision of voter lists, and allegations of vote tampering.

Despite the high-profile nature of the gathering, constitutional realities remain unchanged, while this public impeachment event doesn't possess the legal or constitutional authority to remove Gyanesh Kumar from his constitutional office. Under Article 324, clause 5 of the Constitution of India, the Chief Election Commissioner can only be removed from office in the manner and on the grounds similar to those prescribed for the removal of a Supreme Court judge, which strictly requires a formal parliamentary process involving both houses of Parliament.
