The escalating conflict in the Middle East has taken a devastating toll on Indian nationals, with the number of Indian casualties now surpassing those of Israel and the United States. Despite India not being a direct participant in the war, 25 Indian citizens have lost their lives since the hostilities began. The latest tragedy occurred on Monday, 22 June, when a strike on Ras Laffan in Qatar resulted in the deaths of 12 Indians. This incident has brought the total Indian death toll to 25, a figure that stands higher than the 24 Israeli and 13 American citizens killed in the same period.

The scale of the conflict is reflected in the high number of fatalities across the region, while while 25 Indians have died, the war has claimed the lives of 4000 people in Lebanon and 3600 in Iran due to Israeli strikes. The conflict, which officially broke out on 28 February, has seen the elimination of several high-ranking Iranian figures, including Supreme Leader Ayatollah Ali Khamenei, Islamic Revolutionary Guard Corps chief Mohammad Pakpour, and Ali Larijani, the Secretary of the Iranian Supreme National Security Council. The geographical spread of the war from Qatar to Oman has placed neutral foreign workers in the direct line of fire.

Breakdown of Indian Fatalities

The distribution of Indian deaths across the Gulf highlights the widespread nature of the danger. In addition to the 12 deaths in Ras Laffan, Qatar, 6 Indian citizens were killed in the Strait of Hormuz. Notably, 3 of these individuals died during an American military operation, an incident that prompted a strong diplomatic protest from India. There are three primary reasons why Indian casualties have exceeded those of the primary combatants like the US and Israel. Firstly, the sheer volume of the Indian workforce in the Gulf is immense, while approximately 27 lakh Indians live in Saudi Arabia, 43 lakh in the UAE, 10 lakh in Kuwait, and 8 lakh in Qatar. The Ras Laffan area in Qatar, which was targeted, employs a significant number of these workers. Secondly, the maritime sector is heavily dependent on Indian labor. Recent data indicates that over 18000 Indian workers are currently on 550 ships stranded or operating in the Strait of Hormuz, making them easy targets during naval skirmishes. Thirdly, the expansion of the Iran war across the entire Gulf region has meant that areas previously considered safe are now active combat zones.

Responsibility and Strategic Shifts

Analysis of the fatalities shows that more than half of the Indian deaths were caused by Iranian attacks, while 3 were attributed to the United States. The US strike occurred earlier this month when they targeted a vessel attempting to bypass the Hormuz blockade. Conversely, the deaths in Ras Laffan, Kuwait, and Qatar were the result of Iranian military actions. While Israel managed to limit its civilian casualties to 24 by moving its population into bunkers and the US withdrew most of its civilians before the war, leaving only soldiers at risk, the Indian civilian population remained exposed. Both Iran and the US have maintained that these deaths occurred within active war zones and that Indian nationals weren't specifically targeted.
