The National Investigation Agency (NIA) on Tuesday carried out a massive crackdown on terror networks in Jammu and Kashmir by conducting searches at 10 different locations. This significant operation was part of an ongoing investigation into a cross-border terror conspiracy orchestrated by the Pakistan-based handlers of the proscribed terrorist organization Lashkar-e-Taiba (LeT) and their network of local Over Ground Workers (OGWs) in the valley.
Targeted Locations and Strategic Objectives
The search operations were spread across multiple sensitive districts, including Kupwara, Kulgam, Bandipora, Baramulla, and Sopore, while the primary objective of these raids was to gather incriminating evidence related to the conspiracy and to identify individuals providing logistical and other forms of support to terrorists infiltrating from across the border. The NIA aimed to dismantle the support infrastructure that facilitates the movement, shelter, and operations of these terror elements within the region.
Legal Framework and Case Registration
The case was initially registered at the Zakoora Police Station in Srinagar as FIR number 0024/2026. Recognizing the gravity of the national security implications and the international links involved, the NIA subsequently re-registered the case as RC-02/2026/NIA/JMU. The investigation is being conducted under several stringent legal provisions, including Section 23 of the Unlawful Activities (Prevention) Act, 1967, Sections 7 and 25 of the Arms Act, 1959, and Section 4 of the Explosive Substances Act, 1908.
The Trigger: Arrest and Recovery of Munitions
The investigation gained momentum following the arrest of an OGW associated with Lashkar-e-Taiba during the late hours of March 31, 2026, at a security checkpoint (Naka point). During the initial apprehension, security forces recovered one hand grenade and several rounds of live cartridges from the individual's possession. Subsequent interrogation and investigation led to the arrest of Pakistani nationals involved in the conspiracy and helped identify the local support network members and their suspicious roles in facilitating terror activities.
Uncovering the Support Network
Investigations conducted so far have revealed deep-rooted links between LeT handlers based in Pakistan and their local associates in Jammu and Kashmir. These associates were being utilized for various critical tasks, including communicating with infiltrating terrorists, managing their movement, providing them with safe houses or shelter, conducting reconnaissance (recce) of potential targets, and offering other logistical assistance. The NIA is also scrutinizing the financial transactions of the accused, their methods of communication, their patterns of movement, and the specific sources and supply chains for arms and explosives to understand the full scale of the network's activities.

Today's raids are a vital part of the NIA's broader investigation into the conspiracy to promote cross-border terrorism through a solid support system. During the searches, additional significant evidence and materials related to the case were seized, while these items are currently being analyzed and cross-referenced with other evidence collected during the course of the investigation. The NIA remains committed to identifying all individuals involved in the conspiracy and determining their specific roles to ensure comprehensive legal action, which may include further arrests and seizures based on the findings.
