The Rajasthan state government has taken a significant administrative step by suspending Balwant Singh Ligri, a senior officer of the Rajasthan Administrative Service (RAS). Ligri, who belongs to the 2011 batch of the state services, has frequently found himself at the center of various controversies throughout his career. The current suspension is reportedly linked to allegations of corruption, although an official confirmation regarding the specific charges is still awaited from the state authorities. This move is being seen as a stern message from the Bhajanlal government regarding its zero-tolerance policy towards administrative irregularities and lack of accountability within the bureaucracy.
Strained Relations with Health Minister Gajendra Singh Khinvsar
Before his recent posting at the Rajasthan State Beverage Corporation, Balwant Singh Ligri served as the Officer on Special Duty (OSD) to the Medical and Health Minister, Gajendra Singh Khinvsar, while however, his tenure in the minister's office was marked by significant friction. Sources within the Secretariat indicate that the relationship between the minister and the officer had become extremely bitter. The situation escalated to a point where Minister Khinvsar personally wrote a letter to the Chief Minister, requesting the immediate removal of Ligri from his office. Following this formal complaint and the visible displeasure of the minister, Ligri was transferred from the OSD position and appointed as the Executive Director at the Rajasthan State Beverage Corporation.
The JDA Tenure and Land Allotment Controversy
The primary reason behind the current suspension appears to be rooted in Ligri's previous tenure at the Jaipur Development Authority (JDA), while during his career, he has held several key positions, including serving as the Sub-Divisional Magistrate (SDM) in important blocks such as Khetri, Sikrai, Tijara, Asind, and Neemrana. He also served as the Deputy Commissioner in various zones of the JDA, while it's this period at the JDA that has now become a major hurdle for him. Reports suggest that a serious case involving a controversial land allotment and regulation came to light from his time at the authority. A high-level departmental inquiry is currently underway to investigate the irregularities associated with the regulation and allotment of JDA land during his posting.
Government Stance on Transparency and Accountability
The state government's decision to suspend the 2011 batch officer is being interpreted as a move to ensure transparency in the administrative machinery. The official stance remains that the suspension will continue until the final report of the high-level inquiry is submitted. The findings of this investigation will determine the future course of action, which could include further disciplinary or administrative penalties. By taking this action, the government aims to set a precedent that no officer, regardless of their seniority or past postings, is above the law when it comes to matters of public interest and administrative integrity. The detailed investigation into the JDA land case is expected to uncover more facts regarding the alleged procedural lapses.
