Mehbooba Mufti, the President of the People's Democratic Party (PDP) and former Chief Minister of Jammu and Kashmir, made a significant and startling claim on Sunday regarding the diplomatic relations between India and Pakistan. Addressing a large public gathering in the border district of Poonch, she asserted that despite the aggressive and sharp public rhetoric exchanged between the two nations, a 'secret dialogue' has been underway for the past three months. Mufti strongly advocated for continued engagement between the two neighbors, describing it as the only viable path toward establishing lasting peace in the volatile region of Jammu and Kashmir.
Claims of Three-Month-Long Back-Channel Diplomacy
During her detailed address, the PDP chief provided specific insights into the nature of these alleged secret discussions, while she claimed that for the last three months, representatives from both India and Pakistan have been engaging in talks behind closed doors. According to Mufti, these discussions involve a cadre of retired diplomats, former military officials (retired generals), and other designated representatives who are meeting in various foreign locations to deliberate on bilateral issues. She questioned the audience, asking if they were aware that clandestine negotiations with Pakistan have been ongoing. She referred to these efforts as occurring alongside or despite military operations like 'Operation Sindoor,' suggesting a dual-track approach by the establishment.
The Legacy of Mufti Mohammad Saeed and the Peace Blueprint
Mehbooba Mufti invoked the vision of her father and former Chief Minister, Mufti Mohammad Saeed, emphasizing that his approach remains the most effective strategy for peace. She stated that the resolution of the Jammu and Kashmir issue is only possible through meaningful dialogue. Recalling her father's political philosophy, she mentioned that he always believed that regardless of the Bharatiya Janata Party's (BJP) opposition, they would eventually have to return to the negotiating table. Mufti asserted that there is no alternative to dialogue and maintained that without the specific vision laid out by Mufti Mohammad Saeed, a permanent solution to the region's problems would remain elusive.
The Human Cost of Conflict and 'Operation Sindoor'
The former Chief Minister expressed deep sorrow over the continued loss of lives in the region, highlighting the human tragedy behind the statistics. She lamented that if the current secret talks had commenced before the escalation of events like 'Operation Sindoor,' many lives could have been saved. In a poignant moment, she specifically mentioned the 'Sikh brothers' who were martyred and the tragic death of twin siblings, Zoya and Zain, who lost their lives while playing in their courtyard. Mufti emphasized the immense destruction caused by the conflict and argued that timely and transparent dialogue could have prevented such heart-wrenching losses for families in the border areas.
Closure of Trade Routes and Economic Stagnation
Highlighting the economic initiatives of her previous government, Mufti spoke about the importance of cross-Line of Control (LoC) trade and travel services. She specifically pointed to the Rawalakot route, which was opened with the intention of fostering trade and providing employment opportunities to the local youth, thereby steering them away from violence. She explained that the vision was to facilitate the export of goods and the inflow of capital to reduce regional tensions, while however, she expressed her strong resentment over the closure of these routes, stating that the suspension of trade has negatively impacted the livelihoods of people and hindered the peace process that her party had championed.
Post-Article 370 Challenges and Regional Demands
Addressing the situation following the 2019 abrogation of Article 370 and the reorganization of Jammu and Kashmir, Mehbooba Mufti stated that the residents of Pir Panjal and the Chenab Valley have suffered the most. She accused the Central Government of consistently ignoring the specific demands of these regions. Mufti reiterated the PDP's long-standing demand for a separate administrative division for the area and the granting of 'Hill District' status to the Mendhar region in Poonch. She argued that such administrative changes are essential so that local citizens don't have to travel long distances to Jammu or Srinagar for minor governmental and administrative tasks.
In the concluding part of her speech, the PDP leader touched upon broader socio-economic issues, including rising unemployment, inflation, and the alleged discrimination against poor and tribal communities, while she made a special mention of the Gujjar and Bakarwal communities, accusing the government of harassing them by labeling them as land encroachers. Plus, she made a direct appeal to the youth of the region to stay away from the menace of drug abuse. She encouraged them to strengthen the democratic process by actively participating in the upcoming panchayat elections, asserting that local empowerment is key to addressing their grievances.
