Decision Following Threats and Security Lapses
A statement from the Delhi Assembly Secretariat mentioned that following bomb-related threats since the budget session and a recent breach in the Assembly's security, Speaker Vijender Gupta's security has been increased to the Z category. The Assembly Secretariat and the Speaker's office have received approximately 6-7 threatening emails since the budget session began on March 23. This step has been taken following these incidents.
Serious Security Breach at Assembly Premises
A key reason behind the security upgrade is a recent incident where a person drove his car through the barriers at Gate No. 2 of the Assembly, entered the premises, and returned after placing a bouquet and a garland near the Speaker's office. Under the new Z-category security arrangement, Vijender Gupta will be provided with 24/7 security by a special team. Advanced security measures also include a dedicated escort car that will remain with him at all times. The statement added that the process of tightening the Assembly's security arrangements is also underway.

'Z' category security is the fourth-highest security level in the country. This security is usually provided to individuals perceived to be under serious threat as assessed by security agencies.
Strict Security Measures at Residence and During Travel
During travel, all vehicles in the convoy are technically equipped with communication facilities. Static guards are deployed at the Speaker's residence. Armed guards are stationed at the entry and exit gates of the residence. Every person entering or leaving is strictly checked, and a logbook is maintained. The security team possesses metal detectors and other explosive detection equipment. Local police and intelligence agencies conduct a prior recce of the protected person's routes and public programs.
