The proposal, known as the 'New York Declaration', was approved with the support of 142 votes, while 10 countries opposed it and 12 countries abstained from voting. The proposal presents a phased plan to resolve this decades-old complex dispute.

What is the New York Declaration?

The New York Declaration is a proposal prepared under the leadership of France and Saudi Arabia, the basis of which was laid in a high-level conference held in July. The aim of this conference was to take concrete steps to implement the two-nation solution. The declaration includes the following key points:

Ceasefire and transfer of administration in Gaza: The resolution calls for an immediate ceasefire in Gaza, after which the administration of the entire Palestinian territory will be handed over to the Palestinian Authority.

End of Hamas rule: It calls for an end to Hamas rule in Gaza and handing over their weapons to the Palestinian Authority.

Deployment of international mission: It proposes to deploy a temporary international mission under the United Nations to monitor the peace agreement and protect Palestinian civilians.

Condemnation of 7 October 2023 attacks: The declaration strongly condemns the attacks on Israel by Hamas, which killed 1200 people and took 250 hostages.

Criticism of Israeli actions: Israel's attacks, siege and starvation policy in Gaza have also been condemned, which have led to the death of more than 64,000 Palestinians according to the Gaza Health Ministry.

India's role and stance

India openly supported the New York Declaration, which is in line with its long-standing policy, which includes recognizing Palestine as an independent nation. India's stance is based on the principles of peace and coexistence. Palestinian Ambassador Riyad Mansour described India's support as a 'hope for peace' and said, "This proposal reflects the desire of the whole world, which wants lasting peace in the region." Without naming Israel, he appealed to those forces who are choosing the path of 'war and destruction' to adopt the path of peace and reason.

Opposition of Israel and America

Israel completely rejected this proposal. Israeli Prime Minister Benjamin Netanyahu, while signing an agreement to expand Jewish settlements in the West Bank, said, "There will be no Palestinian nation here. This land is ours." Israel's UN Ambassador Danny Danon termed the proposal as a 'drama' and claimed that it is an attempt to strengthen Hamas.

The US, which is Israel's major ally, also opposed the resolution. US Mission Counsellor Morgan Ortagus called it an 'ill-timed publicity stunt' and said the resolution would only benefit Hamas. Despite this opposition, the overwhelming support of the global community shows the importance of this resolution.

Future prospects

Palestinian Ambassador Riyad Mansour expressed hope that at least 10 more countries will recognize Palestine as an independent nation at the United Nations General Assembly meeting starting on September 22. Currently, more than 145 countries have already recognized Palestine. The New York Declaration is not only an important step towards peace in the region, but it also reflects the solidarity of the global community.
