Haryana Budget 2023 / No fresh tax proposed in Haryana Budget for 2023-24

Haryana Budget 2023 : Chief Minister Manohar Lal Khattar as Finance Minister presented the fourth budget of the coalition government. Announcing Haryana's 2023-24 budget, Chief Minister Manohar Lal said that this time Rs 1 lakh 83 thousand 950 has been proposed in the budget. This is an increase of 11.6% over the previous year. He said that no new tax has been imposed in the new budget.


The old age pension has been increased by Rs 250 in Haryana. Now the elderly will get a pension of Rs 2750. On the other hand, the Chief Minister has announced a proposal in the budget to reduce the age limit from 65 years to 60 years for senior citizens to be eligible for concessional fare.


Integrated Sainik Sadan will be built in 7 districts

Manohar Lal said that in the year 2023-24, the government plans to have integrated Sainik Sadans in 7 districts. The integrated Sainik Sadan complex will have District Sainik Board Office, Sainik Rest House, Ex-Servicemen Contributory Health Scheme Clinic, Canteen and a common hall with lift and ramp. He said that for the financial year 2023-24, it is proposed to allocate Rs 136 crore for the Sainik and Ardh Sainik sector, which is an increase of 14.7 percent over the revised estimates of the current year.


CM's focus on NCR

A 700-bed state-of-the-art multispeciality hospital will be set up in Gurugram. The construction work of Gurugram Metro will start in the year 2023-24. It has been proposed in the budget to start three more metro links in the year 2023-24. A metro link has been proposed from Rejangla Chowk to Indira Gandhi International Airport in Delhi. Metro link will be made from Southern Peripheral Road to Panchgaon via Global City and Manesar.


Government will give free coaching

Free coaching will be provided to students from families with income up to Rs 1.80 lakh and 50 percent subsidy will be given to students from families with income between Rs 1.80 lakh to Rs 3 lakh. Centers of excellence in electric vehicles, manufacturing, aviation, pharmacy and green technology will be set up in recognized universities and colleges in the year 2023-24.


Rs 20,638 crore to the education sector

The proposal to allocate Rs 20,638 crore to the education sector for 2023-24 is 5.2 per cent higher than the revised estimates for the current year. 70427 desks will be provided in 894 government schools so that children do not have to sit on the ground. Chief Minister Manohar Lal said that 1000 graduate students would be provided coaching in government colleges to appear in competitive examinations.


Relief to street vendors, small traders

The Chief Minister Traders Compensation Insurance Scheme will start from April 1, 2023, to provide compensation in cases of loss of assets due to natural calamity or fire to street vendors, small traders and traders whose annual turnover is up to Rs 1.50 crore.


Cow service budget increased from 40 to 400 crores

The budget of Gau Sewa Aayog has been increased to Rs 400 crore. Earlier it was Rs 40 crore. There are 632 Gaushalas registered with the Haryana Gau Seva Aayog in the state, in which about 4.6 lakh destitute cattle will be given appropriate financial assistance. So that the mother cow can be taken care of and protected in the gaushalas.


1500 rupees will have to be given to those earning 3 lakhs

In 2023-24, it is proposed to extend the benefits of Chirayu-Ayushman Bharat to all families whose annual verified income in PPP would be between Rs 1.80 lakh to Rs 3 lakh. These families will be asked to make a nominal contribution of Rs 1500 per family per year, covering 50 per cent of the expenses, to avail medical treatment cover of Rs 5 lakh in any empaneled hospital.


They also got relief in Chirayu

We propose to extend the benefit of the scheme to all Anganwadi workers, Anganwadi assistants, ASHA workers, Chowkidars, mid-day meal workers, rural sweepers and families of such other workers and numberdars on making a nominal contribution of Rs 125 per month Will be able to give the benefit of health insurance to more population.


10 thousand crores for medical colleges

The total investment in capital works is likely to be around Rs 10,000 crore in the construction of 11 medical colleges which will add 1350 MBBS seats and an additional increase of 75 per cent to the existing capacity. In the year 2023-24, three government medical colleges in Mahendergarh, Jind and Bhiwani districts are likely to start with their first admissions.


29.71 lakh pensioners benefited

More than 29.71 lakh beneficiaries are getting the benefit of social security pension including old age respect allowance, widow pension and disabled pension at the rate of Rs 2500 per month. It has been proposed in the budget to increase the monthly benefit to Rs 2750 per month for all the beneficiaries with effect from April 1, 2023. Apart from this, the income eligibility limit for Old Age Samman Allowance, which is currently Rs 2 lakh per year for self and spouse, is proposed to be increased to Rs 3 lakh per year on the basis of PPP verified data.


15 schools will be built for the disabled

15 schools will be set up by the District Red Cross Society to provide proper education and care to differently-abled children. For the operation of these schools, it is proposed to bring funding and social participation from the budgetary resources of the state. Rs 10,524 crore proposed to be allocated to the services sector for 2023-24, which is 7.1 per cent higher than the revised estimates for the current year.


4000 Anganwadis will become play schools

Two years ago, the government decided to convert 4000 anganwadis into play schools. The budget proposes to add 4000 more play schools in the next two years by converting existing anganwadis and providing training to anganwadi workers in elementary education . Proposed to allocate Rs 2,047 crore to the women and child development sector for 2023-24, which is 10.3 per cent more than the revised estimates for the current year.


229 crore for labor sector

The Budget proposes to set up labor hostels as an affordable rental housing scheme for workers in the National Capital Region (NCR) from the funds available with the Labor Welfare Boards. Proposed to start a new Mukhyamantri Shramyogi Pratibhavan Yojana to encourage the children of laborers for higher education. Rs 229 crore proposed to be allocated for the labor sector for 2023-24, which is 48.4 per cent higher than the revised estimates for the current year.


311 km new roads will be built

During 2022-23, more than 311 km of new roads were constructed and 2954 km of roads were improved, in the year 2023-24, I have been proposed in the budget to improve 5000 km of roads. To reduce congestion and improve road safety, the government will start construction of 14 new bypasses in the state. During 2023-24, the government will construct 36 ROBs and RUBs. An elevated road is proposed to be constructed in Ballabhgarh town between Delhi-Agra elevated road (NH-19) and Delhi-Vadodara Expressway via Ballabhgarh-Mohana Road in 2023-24 at a cost of approximately Rs 214.93 crore.


699 posts created for engineering wing

In his budget speech, the Chief Minister said that in 2023-24, a separate engineering wing would be provided in each Zilla Parishad. In order to empower Zilla Parishads and other Panchayati Raj Institutions to do development work at their level, additional 699 posts have been created for the engineering wing. Apart from this, in addition to the sanctioned 2237 posts, 2250 posts equivalent to village secretaries have been created. Out of which 857 posts are currently vacant, these posts will be filled in the first half of 2023-24.


Panchayats will get 3145 crores

In the current financial year, Rs 1,100 crore was released to Panchayati Raj Institutions for the last quarter. In 2023-24 this amount will be Rs 3,145 crore. The Chief Minister said that 700 parks and gymnasiums have been established in villages, in 2023-24, there is a proposal to build 1000 new parks and gymnasiums in gram panchayats. Proposed to complete work on Shivdham Yojana in 2023-24, by the end of the year, every crematorium land and burial ground in rural areas will be covered in Shivdham Yojana.


7202 crores for villages

The budget for 2023-24 proposes to allocate Rs 7,202 crore for the rural sector, which is 70.4 percent more than the revised estimates for the current year. Last year, under the Deendayal Antyodaya Yojana National Rural Livelihood Mission, the government had announced an ambitious intention to form 10,000 new self-help groups in the year 2022-23. Out of this, 6,200 new self-help groups have been formed by the end of January, 2023. All efforts should be made to achieve this target by the end of the financial year.


Incentive to cleaning workers

The work done by Safai Karamcharis in municipalities that rank in the top 50 in their category at the national level will be recognized and all Safai Karamcharis of that urban local body will be given Rs 1,000 per month as recognition of their efforts in keeping the city clean. Additional incentive amount of Rs.12,000 will be given or Rs.12,000 will be provided annually.


500 crores for Divya Nagar Yojana

The government will regularize unauthorized colonies in urban areas in the year 2023-24. Launched Divya Nagar Yojana to promote the development of environmental, social and cultural infrastructure in urban areas. Municipal corporations, councils and committees will be provided state share of 50 percent, 65 percent and 75 percent of the approved project cost respectively to take up the projects under the scheme. Provision of Rs 500 crore in the year 2023-24 for Divya Nagar Yojana.


200 crores for sewerage

An amount of Rs 200 crore is also proposed to be set aside for improving sewerage infrastructure in major cities. A funding channel of Rs 500 crore is being set aside through the Haryana Financial Services Corporation Limited. Cooperation in setting up at least 1000 Citizen Facilitation Centers in Municipal Corporations and Municipal Councils located in district headquarters through Urban Local Bodies and Haryana Urban Development Authority in the year 2023-24.
