If the middle berth passenger opens his seat then other passengers have to face trouble. He has difficulty in sitting. But the railway rule says that a middle berth passenger can open the middle berth from 9 pm to 6 am. If a passenger opens the middle berth outside this time, then a complaint can be made to the Railways. If co-travellers refuse to open the middle berth after 9 o'clock, then you can complain to the Railways.
