Women's Reservation Bill: Lok Sabha Debates Delimitation Link, Voting Scheduled for Tomorrow

During the Special Session of Parliament, the Modi government is moving to provide a significant empowerment measure for women. The government introduced three pivotal bills in the Lok Sabha today: the Women's Reservation Amendment Bill 2026, the Delimitation Bill 2026, and the Union Territory Amendment Bill 2026. These bills aim to fully operationalize the Women's Reservation Law passed in 2023. Union Law Minister Arjun Ram Meghwal introduced all three bills in the House today.

Legislative Timeline and Voting Schedule

A total of 18 hours has been allocated for the discussion of these bills in the Lok Sabha. Prime Minister Narendra Modi is scheduled to address the House at 3 PM today. Following the conclusion of the debate, voting on the three bills will take place on April 17 in the Lok Sabha. Subsequently, the bills will be tabled in the Rajya Sabha on April 18, where 10 hours have been allotted for discussion, followed by voting on the same day.

Opposition's Stance and Gaurav Gogoi's Critique

While the government is prepared to pass the legislation, the opposition has raised specific objections. The opposition clarified that they don't oppose women's reservation itself but are against linking it with the delimitation process. Leading the charge for the Congress, MP Gaurav Gogoi accused the government of playing politics under the guise of reservation. He questioned the different benchmarks for delimitation and alleged that the government brought the Delimitation Bill for political gain while avoiding a caste census.

Demand for Reservation in Current 543 Seats

Gaurav Gogoi emphasized that the Congress party supports women's reservation but urged the government to simplify the process so it can be implemented immediately upon passage. He specifically demanded that reservation be provided within the existing 543 Lok Sabha seats rather than waiting for delimitation. Gogoi noted that the Law Minister's arguments were 90% identical to those made by the Home Minister three years ago, suggesting a lack of progress in the government's approach.

Seven prominent Congress leaders are set to speak on the issue of delimitation and women's reservation in the Lok Sabha today.

Rahul Gandhi is expected to speak on the matter this Friday. Defending the bills, Law Minister Arjun Ram Meghwal stated that the Modi government is committed to women's rights, citing initiatives like Jan Dhan accounts and support for women-led startups. He also referenced former President Abdul Kalam's vision that the Women's Reservation Bill would one day become a reality.
