In fact, the NN Vohra Committee formed after the 1993 Mumbai blasts had found in its investigation that the Pakistani intelligence agency ISI had used the gangster network of Mumbai, in the same way the Khalistani terrorists present in Canada and Pakistan had absconded abroad from Punjab. They are being used for terrorist conspiracies against India.

The syndicate had international connections

The committee had also found in its investigation that during that period, many criminal gangs were formed, a strong lobby was formed through arms smuggling and drug peddling, after a few years, that lobby got connected not only with the journalists but also with this syndicate. People who had international connections also joined it. Intelligence agency, NIA has stated in the charge sheet that in our case also a similar syndicate has been formed which has connections with Pakistan and other countries.

Arshdeep Dalla Syndicate's contacts with foreign intelligence agencies

NIA has also written in its charge sheet that Arshdeep Dalla and many other syndicates have contacts with many foreign intelligence agencies, especially with the Pakistani intelligence agency which is using it against the sovereignty and integrity of India.

NIA investigation revealed that the main source of funding of Arshdeep Dalla and his syndicate was taking over lands and buildings and forcibly purchasing expensive lands at throwaway prices. Also, this syndicate expanded the syndicate by strengthening its relations with politicians and bureaucrats on the basis of power and fear.

Syndicate formed after interference in real estate

Sunil Baliyan alias Tillu Tajpuria, Naveen Bali and Neeraj Bawana and Kaushal Chaudhary, Amit Dagar, who were close to Arshdeep Dalla or rather were part of his syndicate, first interfered in the initial phase of real estate in Gurugram and later identified themselves as gangster-terrorists.
