Punjab News: Bhagwant Mann government of Punjab is preparing to call the assembly session once again. The Punjab Cabinet chaired by Chief Minister Bhagwant Singh Mann on Monday approved convening of the fifth session of the 16th Assembly on November 28-29. This decision has been taken after the order given by the Supreme Court on November 10. In fact, Punjab Governor Banwarilal Purohit had called the assembly called by the Punjab government on June 19-20 as illegal. The Punjab government had challenged this in the Supreme Court. The Supreme Court had reprimanded the Governor in the matter.

Assembly session work

The session will begin with the Tribute References on November 28 and the business of the two-day Assembly session will be decided immediately by the Business Advisory Committee. The Cabinet also approved filling up of nine posts of technical cadre through direct recruitment in Maharaja Bhupinder Singh Sports University, Patiala. These posts include one post of Assistant Manager, two posts of Programmer, two posts of Technical Assistant and Clerk-cum-Data Entry Operator. The university was established with the aim of raising the standards of sports by focusing on education, training and courses in the field of sports. These posts will help in streamlining the work of the University and facilitate the students in doing their routine work.

The Cabinet also approved the Punjab Canals and Drainage Bill, 2023 to regulate and manage canals and drainage in the state. The main objective of enacting the Bill is to ensure disturbance free canal water to the farmers and land owners for irrigation purposes, maintenance, repair and timely cleaning of canals, drainage and natural water courses. Further the Bill will ensure a fair and transparent mechanism for redressal of grievances of water users and other regulatory sanctions against unnecessary wastage of water.

Dispute between CM Mann and Governor

The Punjab government will seek approval from Governor Banwarilal Purohit for convening the winter session of the Assembly. Chief Minister Bhagwant Mann had approved the process of permanently extending the fourth session of the Assembly about five days ago. The meeting called for October 20-21 was adjourned sine die. In fact, CM Mann had asked the Speaker to adjourn the Assembly indefinitely, accusing Governor Banwarilal Purohit of stalling the bills. At the same time, now the state government will write to the Punjab Assembly Secretariat to call the assembly session on 28-29 November. After this, the Secretariat will send a letter to Governor Purohit and seek permission for the winter session.

Let us tell you that there is a tussle going on between Chief Minister Bhagwant Mann and Governor Purohit for a long time. The Governor did not sign the bills passed in the Assembly, which led to a dispute between the CM and the Governor. At the same time, when the matter reached the Supreme Court, the court told Rajpal that he was playing with fire. Democracy truly runs in the hands of the Chief Minister and the Governor.
