The healthcare landscape in Rajasthan faced a significant disruption on Sunday as the Indian Medical Association (IMA) declared a state-wide 24-hour total shutdown of all private hospitals. This massive protest is directed against the arrest of Dr. Somdev Bansal, Director of Nivic Hospital in Jaipur. According to official statements from the medical body, the strike commenced at 8 AM on April 14 and is scheduled to continue until 8 AM on April 15. The shutdown has effectively paralyzed medical services across thousands of private healthcare facilities in the state.
The Arrest of Dr. Somdev Bansal and the Core Dispute
The primary catalyst for this agitation is the police action against Dr. Somdev Bansal concerning alleged discrepancies in the Rajasthan Government Health Scheme (RGHS). Medical associations have expressed strong resentment, labeling the arrest as arbitrary and unjustified. Representatives from the IMA pointed out that a specialized medical board, constituted to investigate the matter, had already submitted its findings. The board's report reportedly found no evidence of major financial irregularities or medical negligence. Despite this clean-chit, the subsequent arrest has been viewed by the medical community as an affront to the dignity of the profession.
Indefinite Suspension of RGHS Cashless Services
While the general strike is slated for 24 hours, the IMA has taken a more permanent stance regarding the RGHS scheme. The association has decided to suspend all cashless services under the Rajasthan Government Health Scheme indefinitely. This move directly impacts state government employees and pensioners who rely on the scheme for affordable healthcare. Doctors have cited long-standing grievances, including delayed payments, excessive penalties, and cumbersome bureaucratic processes. The arrest of Dr. Bansal acted as a tipping point, leading to the decision to halt RGHS operations until systemic issues are addressed.
Severe Impact on Emergency and OPD Facilities
Unlike previous protests, the current strike is notably stringent as it includes the suspension of emergency services. IMA Rajasthan President Dr. Mahesh Sharma and Secretary Dr. K. Agarwal confirmed that all departments, ranging from Outpatient Departments (OPD) to Inpatient Departments (IPD), will remain closed, while the strike has received full backing from the Rajasthan State Chapter and the Indian Radiological and Imaging Association, led by Dr. Sharad Gupta. This collective action has resulted in the closure of diagnostic centers and imaging labs, leaving patients with limited options for urgent care.
Solidarity from Government Doctors and Future Outlook
The strike by the private sector has garnered moral support from government medical practitioners. Various organizations, including the Rajasthan Medical College Teachers Association, have condemned the police action. While government hospitals remain operational to handle the increased patient load, many state doctors are participating in the protest by wearing black bands. The medical fraternity has placed three specific demands before the state government: the immediate and unconditional release of Dr. Somdev Bansal, the swift settlement of pending RGHS dues, and a formal protocol for coordination with medical experts before any future punitive actions are taken against healthcare providers.
