The Uttar Pradesh government has implemented a significant administrative restructuring by withdrawing the responsibility of the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) from the jurisdiction of Industrial Development Minister Nand Gopal Gupta Nandi. In a decisive move, this high-profile authority will now operate directly under the Infrastructure Development Department, which is overseen by Chief Minister Yogi Adityanath, while this change is strategically designed to eliminate administrative hurdles and accelerate the pace of the state's critical infrastructure and expressway projects.
Administrative Shift and Official Notification
The Secretariat Administration Department has issued an official notification regarding this major change in the allocation of departmental work. The order, signed by Secretary Gurrala Srinivasulu, clarifies that the decision was taken to resolve issues arising from the division of departmental work and to eliminate confusion regarding the approval of files. Previously, UPEIDA functioned under the Industrial Development Department, but it has now been transferred to the Infrastructure Development Section. This transition means that all major decisions, budgetary approvals, and documents related to UPEIDA will now be processed directly through the Chief Minister's Office via the Infrastructure Development Department.
Key Projects Under UPEIDA Oversight
UPEIDA is considered the most influential and heavily funded authority for infrastructure development in Uttar Pradesh, while it's currently managing several vital projects that are at various stages of development. The authority is responsible for the construction of three major link expressways:
- Chitrakoot Link Expressway
- Agra-Lucknow-Purvanchal Link Expressway
- Farrukhabad Link Expressway
In addition to these ongoing projects, UPEIDA has proposed five new link expressways to further enhance connectivity across the state. These include the Jewar Link, Jhansi Link, Meerut-Haridwar, Vindhya, and Vindhya-Purvanchal Expressways, while beyond expressway construction, the authority also manages the maintenance of existing expressways, the development of the Defense Industrial Corridor, and the establishment of Integrated Manufacturing and Logistics Clusters.
Political and Administrative Implications
While the government describes this as a routine administrative adjustment, it has created a significant stir in political circles. Sources suggest that this move effectively reduces the authority of Cabinet Minister Nand Gopal Gupta Nandi. Since the formation of the second Yogi government in 2022, Nandi has held the portfolios of Industrial Development, Export Promotion, NRI, and Investment Promotion. However, recent reports indicated friction between the Minister and senior officials, including Additional Chief Secretary Alok Kumar, particularly regarding transfers and appointments within the department. Minister Nandi had also recently sought explanations from departmental officials regarding various UPEIDA projects.
Streamlining Approvals and Project Execution
The primary objective behind this change is to speed up the execution of projects. Under the previous arrangement, files related to UPEIDA projects and budgets had to pass through the Industrial Development Minister before reaching the Chief Minister for final approval. The new system bypasses this layer, allowing files to be cleared directly by the Chief Minister's Office. This is expected to Importantly reduce the time required to bring projects from the planning stage to the ground level. The official order mentions that the realignment of UPEIDA under the Infrastructure Development Section will facilitate better coordination for infrastructure development through public, private, or public-private partnership (PPP) models, especially for projects exceeding specified cost limits.
