Delhi Ordinance Bill / Delhi Service Bill passed in Rajya Sabha also, 131 votes in favor, NDA got more support than expected

Delhi Ordinance Bill: After the Lok Sabha, the Delhi Service Bill has also been passed by the Rajya Sabha. The Delhi National Capital Territory Administration (Amendment) Bill 2023 was passed by the Upper House on Monday. This bill will now take the form of law. In the Rajya Sabha, 131 votes were cast in favor of the bill and 102 in opposition. The passing of the bill from the Rajya Sabha is a big victory for the Modi government, as the Aam Aadmi Party had put all its efforts to get the bill dropped. CM Kejriwal had met chief ministers of non-NDA parties to seek support.

Please inform that there are a total of 245 seats in the Rajya Sabha, out of which 8 are vacant. This means that the Rajya Sabha currently has 237 seats. The government needed 119 votes to pass the bill. The NDA has 112 MPs in the House. It also got the support of 9 MPs from Naveen Patnaik's Biju Janata Dal. Apart from this, the support of 9 MPs of YSR Congress of Andhra Pradesh has also been received. Not only this, Chandrababu Naidu's TDP also supported the Modi government. It got 131 votes after getting the support of NDA's 112 and BJD (9)-YSR (9), Congress and TDP (1).

This bill was brought to fix the system in Delhi: Shah

Earlier, regarding this bill, Union Home Minister Amit Shah has said in the Rajya Sabha that he has brought this bill to improve the system in Delhi. The purpose of the bill is to stop corruption in Delhi. Shah said that even the framers of the Constitution did not give full rights to Delhi. We do not need to take the power of any state. They (Kejriwal government) want to enjoy the power of the entire state. Such fights have not happened with any CM of Delhi. The work of spreading anarchy was started in Delhi. Kejriwal government encroaches on power.

In Rajya Sabha on Delhi Services Bill, Union Home Minister Amit Shah also said that two members are saying that they have not signed the resolution (to be part of the selection committee) moved by AAP MP Raghav Chadha. Now it is a matter of investigation as to how the resolution got signed. Deputy Chairman of Rajya Sabha says that four MPs have written to me that no consent has been given from their side and it will be investigated. AIADMK MP Dr. M. Thambidurai also claims that he has not signed the paper and it is a matter of privilege.

Why did you bring Bill? Amit Shah told

Shah said, 'The first constitutional amendment was passed in the Constituent Assembly. Since then the process of changing the constitution is going on. We have not brought changes in the constitution to impose emergency. We have not brought changes in the constitution to revive the membership of the then Prime Minister of that time.

He said, 'We have brought this bill not to bring power to the Centre, but to legally stop the encroachment of the Delhi UT government on the power given to the Centre.'

CM Kejriwal's target on the government

After passing the bill, Delhi Chief Minister Arvind Kejriwal lashed out at the Modi government. He called it a black day. The CM said that today proved to be a black day in the history of India. Today the bill to enslave the people of Delhi was passed. When we were not independent, in 1935, the British made a law, in which it was written that there will be elections, but the elected government will not have the powers to work. When independence was achieved, it was written in the constitution that the elected government would have the freedom to work. Today, after 75 years, Modi ji took away the independence. There is no value left in the vote of the people of Delhi.

CM Kejriwal further said, 'On May 11, the Supreme Court said that India is a democracy in which the public elects the government and the government should have the power to work. Within a week, the order of the Supreme Court was overturned and an ordinance was brought. It is written in this law that whoever the public elects, but the government will be run by the Lieutenant Governor and Modi ji. If the Prime Minister of a country does not accept the Supreme Court, then what can be the future of that country.

The bill will become an act after it is signed by the President. This will significantly reduce the powers of the Delhi government and increase the powers of the Lieutenant Governor. The Bill provides for the creation of a National Capital Civil Services Authority to take decisions regarding the posting and control of officers. Although the committee is headed by the chief minister, the committee also has the chief secretary of Delhi and the home secretary. Decisions are to be taken by majority. Moreover, as per the Bill, the final decision will be with the Lt Governor even after the committee stage, again putting the elected government at a disadvantage.
