Recently Union Parliamentary Affairs Minister Prahlad Joshi had informed about calling a special session of X (Twitter) Parliament on Thursday. According to the tweet, a special session of Parliament will be called from 18 to 22 September. There will be 5 meetings in the session. Now it is discussed that during this special session, the Modi government at the center can bring a bill on 'one country, one election'.

For a long time, the pros and cons have been counting advantages and disadvantages on this issue. Political parties are clearly divided on this issue. What is the issue of ‘one country-one election’?

If you understand in simple language, through this there is talk of holding the Lok Sabha and state assembly elections at the same time. That means both elections can be conducted at the same time. For this, both time and money can be saved. The leaders of the ruling party have cited this very quality. The opposition has also counted some disadvantages due to both the elections being held at the same time. At present, elections to state assemblies and the Lok Sabha are held separately. After the expiry of the five-year term of the existing government or its dissolution for various reasons.

Benefits of One Nation-One Election

Development work will not stop: Model code of conduct is implemented in any part of the country where elections are held. Neither the new scheme nor any appointment takes place after the notification is issued. Similarly, when the notification is implemented in the country at different times, development works are stopped for some time. The government is unable to take important decisions. In such a situation, elections will be held in the whole country at the same time, then the code of conduct will be implemented for a short time. Saving of both time and money: State assembly and Lok Sabha, elections are held separately, there is an increase in the expenditure. The duty of teachers to government employees is put in it. The government spends extra money. Due to the election process taking place at different times, the expenditure increases further. Along with additional expenses, their duties also get affected. Through one country, one election, both time and money can be saved. Government employees will be able to do their duties without any hindrance.

Understand with an example: How much expenditure is incurred in just one election can be understood with an example. According to the report of Lok Sabha elections 2019, Rs 60 thousand crores were spent in this election. This includes the expenditure incurred by political parties and the Election Commission of India. Similarly, if we estimate state-wise expenses, the figures will increase manifold. To stop this expenditure, One Nation-One Bill can be brought.

Election Commission ready: In the year 2022, the then Chief Election Commissioner Sushil Chandra had said that the Election Commission is ready to conduct state and Lok Sabha elections across the country. To implement the One Nation, One Election system in the country, many changes will have to be made in the Constitution. In 2022, the Law Commission had sought advice from the political parties of the country in this regard.

Now know the disadvantages of One Nation, One Election

Change in the Assembly: Many political analysts say that if a new change happens, it can prove to be a fatal step for democracy. If this happens, the government can increase or decrease the tenure of the Assembly against their wishes. This will affect their system.

There will be changes in the rules: It will not be easy to implement one country, one election. For this, changes will also have to be made in the law. Changes will have to be made from the People's Act to the parliamentary rules. How much support will the opposition give for these changes, it will be a big challenge for the government to deal with it.

How much loss will the opposition suffer: In 2015, a study by IDFC Institute had revealed that if elections are held simultaneously, there is a 77 percent chance that voters will choose one political party or alliance in the state assembly and Lok Sabha. If elections are held at an interval of six months, only 61 percent voters will choose the same party. The opposition may object to this.

Regional issues may be ignored: Many analysts believe that if both the elections are held simultaneously, then regional issues may be ignored in front of national issues. If this happens, the possibility of loss among regional parties will increase. In such a situation, there will be a possibility of voters voting one-sided. Due to which the central government party can benefit.
