The hearing was scheduled to take place at the Rouse Avenue Court in Delhi on Monday, July 27. This was intended to be the inaugural session of the Fast Track Court established under the 'Public Examinations (Prevention of Unfair Means) Act, 2024'. However, as the proceedings were set to commence, it was noted that no lawyer from the CBI appeared to present the case. Due to the unavailability of the government prosecutor, the court found it necessary to defer the matter. The next hearing is now scheduled for August 3 at 10 am.

This specialized Fast Track Court was formed following the implementation of the Public Examinations (Prevention of Unfair Means) Act, 2024. Special Judge Anu Grover Baliga was presiding over the matter and was specifically tasked with hearing the bail applications of two accused individuals, Dinesh Biwal and Vikas Biwal. Both were arrested in connection with the NEET UG 2026 paper leak case. During the session, the court directed the Director of Prosecution to ensure the appointment of a Public Prosecutor specifically for the NEET paper leak case to avoid further delays in the judicial process.

CBI Investigation and the Arrested Network

Dinesh Biwal and Vikas Biwal are among the 13 individuals who have been apprehended by the CBI as part of a larger conspiracy involving the NEET UG paper leak. According to the investigative agency, these accused individuals are part of a sophisticated network that managed to leak the examination paper before the scheduled date and distributed it to several candidates. The CBI is currently probing the depth of this network to identify all beneficiaries and masterminds involved in the scam.

On July 23, the Prime Minister shared information regarding this decision on social media, emphasizing that the interests and the future of the nation's youth are the government's top priority. He stated that Fast Track Courts would be established for the speedy disposal of all paper leak cases to ensure that the guilty receive strict punishment as quickly as possible. He had issued clear instructions to the relevant departments to take necessary actions, asserting that anyone playing with the future of the youth wouldn't be spared.

The legal action follows a period of intense nationwide student protests against the alleged paper leaks. These demonstrations were notably led by the Cockroach Janata Party (CJP). The protests eventually concluded after the resignation of the Union Education Minister, Dharmendra Pradhan. The case continues to be a focal point of national discussion as the court prepares to resume the hearing on August 3.
