Rajasthan Assembly Monsoon Session Begins: UCC and Returned Bills to Spark Confrontation

The Rajasthan Assembly's Monsoon Session commences today at 11 AM, with the ruling BJP and opposition Congress set for a heated debate over the Uniform Civil Code (UCC), 10 returned bills, and public welfare issues.

The Monsoon Session of the Rajasthan Legislative Assembly is scheduled to officially begin today, marking a significant period of legislative activity and political maneuvering. The proceedings are set to commence at 11 AM, with both the treasury and opposition benches fully prepared for a rigorous session. Following an all-party meeting and a strategic session of the BJP legislature party, it has become evident that the house will witness intense political debates. While the state government is gearing up to present its achievements and public welfare decisions, the opposition is ready to corner the administration on several critical issues, including the Uniform Civil Code (UCC), allegations of donation theft, and matters concerning farmers, youth, employment, and employee welfare.

Legislative Formalities and Tabling of Documents

On the first day of the session, the assembly will focus on completing essential legislative formalities. The Principal Secretary of the Legislative Assembly will table a detailed report of various bills passed in previous sessions that have since received the Governor's assent. On top of that, several other necessary papers and government reports will be presented before the house as per the agenda. This initial phase is crucial for setting the legislative record straight before moving into more contentious discussions.

Obituary References and Tributes

The proceedings will begin with obituary references to honor several distinguished leaders who have passed away. Y. Patil, former Chief Minister of Uttarakhand Bhuvan Chandra Khanduri, and former Chief Minister of Andhra Pradesh N. Bhaskar Rao. Tributes will also be paid to former MP and MLA Vishnu Modi, and former members Brahmdev Kumawat, Babulal Bairwa, and Navneet Lal Ninama. Following these expressions of grief, the house will proceed with its scheduled programs and legislative business.

Constitutional Development: Governor Returns 10 Bills

A major political and constitutional development has emerged as the session begins. Governor Haribhau Bagde has returned 10 significant bills passed during previous governments for reconsideration. Out of these, 9 bills were passed during the tenure of the former Ashok Gehlot-led Congress government, while 1 bill dates back to the first term of the Vasundhara Raje government in 2008. The returned bills include the Vyas Vidya Peeth University Jodhpur Bill (2022), Saurabh University Hindaun City Bill (2022), and the Rajasthan Electricity (Duty) Bill (2023). Also, three agriculture amendment bills from 2020—concerning agricultural produce trade, farmer empowerment and protection, and essential commodities—have also been returned. Other sensitive legislations sent back include the Nathdwara Temple Amendment Bill (2023), the Rajasthan Protection from Lynching Bill (2019), the Prohibition of Interference with the Freedom of Matrimonial Alliances in the Name of Honour and Tradition Bill (2019), and the Rajasthan Dharma Swatantraya Bill (2008). These bills are expected to trigger heated arguments in the house.

Business Advisory Committee Meeting

Following the conclusion of the day's proceedings, a meeting of the Business Advisory Committee (BAC) will be held under the chairmanship of Assembly Speaker Vasudev Devnani, while this committee will deliberate on the upcoming schedule of the assembly and decide which legislative and other tasks will be taken up on specific days. Given that the duration of the session is currently considered limited, the BAC meeting holds immense importance in prioritizing pending and proposed legislative work within the available timeframe.

Political Standoff over UCC and Public Issues

The Uniform Civil Code (UCC) is anticipated to be the most significant political issue of this Monsoon Session, while the government has already hinted at introducing a bill related to UCC. Parliamentary Affairs Minister Jogaram Patel has clarified that the government is ready for a discussion and the bill will be brought to the house specifically for that purpose. Conversely, the opposition, led by Tika Ram Jully, is prepared to challenge the government on UCC, donation theft, law and order, unemployment, education, and issues affecting the youth and employees. The Leader of the Opposition has already demanded an extension of the session's duration to allow for more comprehensive discussions. Meanwhile, Chief Minister Bhajan Lal Sharma has instructed BJP MLAs to remain active in the house, highlight the government's achievements, and provide factual rebuttals to the opposition's allegations.
