Rajasthan Urban Body Elections: Voting in 309 Bodies on September 9 and 11

The Rajasthan State Election Commission has announced the schedule for elections in 309 urban local bodies. Voting will occur in two phases on September 9 and 11, with results on September 14. The Model Code of Conduct is now in effect across these regions.

The long-awaited announcement for the urban local body elections in Rajasthan has finally been made, marking the beginning of a significant democratic process in the state. On Wednesday, the State Election Commission officially released the schedule for the elections to be held in 309 urban bodies. State Election Commissioner Rajeshwar Singh, while announcing the program, stated that the voting process would be conducted in two distinct phases to ensure smooth operations and security. According to the commission, the first phase of voting is scheduled for September 9, followed by the second phase on September 11. The culmination of this electoral process will see the counting of votes and the declaration of results on September 14. With this announcement, the Model Code of Conduct has come into immediate effect in all the concerned urban areas.

Scope of the Elections and Key Statistics

The scale of this democratic exercise is significant, covering a total of 309 urban local bodies across Rajasthan. This includes 10 major Municipal Corporations, 51 Municipal Councils, and 248 Municipalities. In total, elections will be held for 10,245 councilor positions. The State Election Commission has meticulously planned the timeline, starting with the issuance of the official election notification on August 27. This notification will mark the beginning of the nomination process, where candidates can submit their papers until August 31. The scrutiny of these nomination papers is scheduled for September 1, and candidates will have the option to withdraw their nominations until September 3. Once the final list of candidates is established, the state will move toward the polling dates in September.

Reservation Breakdown for 10,245 Wards

The reservation process for the wards and various positions has already been completed prior to the announcement of the election dates. Out of the total 10,245 wards, a significant portion has been reserved for various categories to ensure inclusive representation. Specifically, 3,356 wards have been reserved for women candidates. On top of that, the breakdown for other categories includes 1,933 wards for Other Backward Classes (OBC), 1,794 wards for Scheduled Castes (SC), and 395 wards for Scheduled Tribes (ST). The remaining 6,123 wards have been kept as unreserved or general category seats. This structured reservation aims to provide equitable opportunities across the 309 urban bodies participating in this election cycle.

Election of Mayors, Chairpersons, and Deputies

Following the election of councilors and the declaration of results on September 14, the process will move toward electing the heads of these urban bodies. The elections for the positions of Mayors in Municipal Corporations and Chairpersons or Presidents in Municipal Councils and Municipalities are scheduled to take place on September 21. The very next day, on September 22, the elections for the positions of Deputy Mayors, Vice-Chairpersons, and Vice-Presidents will be conducted. On the same day, the general body meetings of the Municipal Corporations, Municipal Councils, and Municipalities will be held to finalize the election of these deputy heads, completing the entire administrative structure of the local bodies.

Impact of the Model Code of Conduct

With the immediate implementation of the Model Code of Conduct across the 309 urban local body areas, certain restrictions have been placed on administrative and political activities. During the election period, the government and local authorities are prohibited from announcing new development projects or issuing new work orders. However, the State Election Commission has clarified that development works that have already been approved and are currently underway can continue as per their pre-determined schedules. This measure is intended to ensure a level playing field for all candidates and political parties. As the dates approach, political activities are expected to intensify, with parties and independent candidates focusing on ward-level strategies to secure victory in the upcoming polls on September 9 and 11.
