The timing of the attack coincided with the third and final day of the parliamentary elections in Russia. Moscow Mayor Sergey Sobyanin characterized the event as the most substantial drone assault on the capital to date. He confirmed that while many drones were intercepted, the sheer volume of the attack led to damage at the Moscow Oil Refinery and a residential building. Sobyanin stated that the unprecedented attack was a deliberate attempt to interfere with the electoral process, though he maintained that the attempt failed to achieve its goal of disrupting the polls. The Mayor emphasized that the city's defenses were active, yet the scale of 450 drones directed specifically at Moscow presented a massive challenge.

According to Andrey Vorobyov, the Governor of the Moscow region, the drone strikes resulted in the deaths of two individuals and left 20 others injured. The victims identified in the attack include a 74 year old man and a 44 year old woman. The injuries to the 20 individuals vary in severity as emergency services worked through the impact sites. Beyond the human cost, the physical damage was notable, particularly the strike on the Moscow Oil Refinery, which serves as a critical piece of infrastructure for the capital's energy needs, while a residential building also sustained damage, highlighting the impact on civilian areas during the massive drone wave.

Zelenskyy explained that the primary objectives of these strikes were facilities related to oil and logistics, while he noted that the strategic intent behind these operations is to economically damage the Russian war machine, targeting the resources that sustain their military efforts. The use of domestically produced long range equipment like the Flamingo and Pelican signifies Ukraine's growing self reliance in advanced weaponry.

The elections were also conducted in four Ukrainian regions that Moscow claimed to have annexed after the war began, despite not having full control over all parts of these territories. Plus, voting was held in Crimea, which Russia annexed in 2014. Ukraine has officially denounced the conduct of Russian elections in these occupied territories as illegal.
