VD Satheesan To Take Oath As Kerala CM Tomorrow, Submits Cabinet List

In a significant political development in Kerala, Congress leader VD Satheesan is scheduled to take the oath of office as the new Chief Minister of the state on Monday morning at 10 AM. This transition marks a pivotal moment for the United Democratic Front (UDF) as it prepares to assume governance after a decade. On Sunday evening, VD Satheesan met with the Governor of Kerala, Rajendra Vishwanath Arlekar, to formally stake his claim to form the government, while during this high-profile meeting, he presented the Governor with the finalized list of ministers who will be joining his cabinet in the initial phase of the administration.

Cabinet Composition and Oath Ceremony

The swearing-in ceremony, which is set to take place at 10 AM, won't only see VD Satheesan taking charge but will also involve 11 other MLAs who have been selected to serve as ministers. This brings the initial strength of the cabinet to 12 members, including the Chief Minister. Satheesan emphasized that the selection process was rigorous and involved extensive consultations with various alliance partners within the UDF. The primary objective was to ensure a harmonious balance that reflects the diverse social and regional fabric of Kerala, ensuring that different parts of the state feel represented in the new executive body.

Among the prominent names confirmed for the new cabinet are senior Congress leaders Ramesh Chennithala, K Muraleedharan, and Sunny Joseph. Their inclusion is seen as a strategic move to bring experienced hands into the governance framework. Satheesan acknowledged that while the party secured a substantial victory with 63 seats, many deserving candidates couldn't be accommodated in the first list. He noted that in a large and diverse party like the Congress, decisions regarding cabinet positions must weigh multiple factors, including regional representation and social equilibrium. He stated that there are many qualified leaders both inside and outside the list, but the party had to make difficult choices to maintain balance.

Legislative Appointments and Future Expansion

Beyond the executive branch, the UDF has also finalized key appointments for the Kerala Legislative Assembly. Senior legislator Thiruvanchoor Radhakrishnan has been nominated to serve as the Speaker of the Assembly, while Shanimol Usman has been designated for the role of Deputy Speaker. These appointments are crucial for the smooth functioning of the legislative process as the new government begins its tenure. Following the oath-taking ceremony of the Chief Minister and his cabinet, the Speaker will oversee the swearing-in of all other elected MLAs. Discussions regarding the allocation of portfolios among alliance partners are nearly complete, with only minor matters pending resolution.

The administrative structure of Kerala allows for a maximum of 21 ministers, given the total assembly strength of 140 members. With only 12 ministers, including the Chief Minister, taking the oath on Monday, there remains significant room for future growth. Satheesan indicated that a cabinet expansion is likely to occur after the initial government formation and the distribution of portfolios. There are currently 9 vacant ministerial slots that can be filled in the coming months to further strengthen the administration and address any remaining representation needs. The final list of portfolios will be formally presented to the Governor and, upon approval, will be notified through the official government gazette.
