In a significant development concerning the alleged irregularities in the Delhi Jal Board (DJB) tenders, the Anti-Corruption Branch (ACB) of the Delhi Government has initiated a major crackdown. On Tuesday, the agency arrested six individuals, including senior Aam Aadmi Party leader and former minister Satyendar Kumar Jain, along with a former Chief Executive Officer (CEO) of the Delhi Jal Board and IAS officer Udit Prakash Rai. The arrests are linked to allegations of bribery and corruption in the awarding of contracts for the Delhi Jal Board.
Details of the Arrested Individuals
The ACB has taken six high-profile individuals into custody as part of its ongoing investigation. The list of arrested persons includes former Delhi Minister Satyendar Kumar Jain and former DJB CEO Udit Prakash Rai. Also, the agency arrested Ankit Srivastava, who served as a former contractual consultant for the Delhi Jal Board. From the private sector, Nagendra Yadav, the owner of AN Enterprises, Raja Kumar Kurra, the owner of Euroteck Environment Pvt. , and Pankaj Verma, the proprietor of Srijanhar, have also been apprehended by the authorities.
Allegations of Tender Manipulation
According to the ACB, the case revolves around alleged discrepancies in the tenders related to the upgrading and capacity enhancement of the Delhi Jal Board's Sewage Treatment Plants (STP), while the investigation suggests that the terms and conditions of the tenders were deliberately drafted and modified to favor a specific technology and a particular company. This move was allegedly intended to limit competition and ensure that other eligible companies were excluded from the bidding process.
Findings of the ACB Investigation
The investigation conducted by the ACB has reportedly uncovered several irregularities. The agency claims that a proposed pilot study, which was a prerequisite, was never conducted. Also, specific conditions regarding the technology and the media to be used were added to the tender documents solely to benefit a chosen firm. The probe agency highlighted that there was constant communication between private individuals and government officials regarding the tender conditions, corrigendum, and other related documents, indicating a deep-seated conspiracy.
Financial Trail and Bribery Allegations
A crucial aspect of the investigation is the financial transaction involving alleged bribes. The ACB has claimed that intermediary companies like AN Enterprises and Srijanhar were utilized to facilitate the movement of bribe and commission money. The investigation revealed that a substantial amount of money was transferred from individuals associated with the technology-providing company to AN Enterprises. 52 crore rupees reached the bank accounts of former DJB CEO Udit Prakash Rai and his relatives. The agency further alleges that this money was used as a bribe to acquire immovable property. The ACB is currently tracing the entire money trail and investigating the source of the alleged bribe funds.

The arrest of Satyendar Jain has sparked a sharp reaction from the Aam Aadmi Party. AAP National Convenor Arvind Kejriwal questioned the timing and intent of the arrest. In a post on X, he stated, "Satyendar Jain ji has been arrested once again by the BJP. Everyone remembers the plight he faced when they put him in jail some time ago. The previous case was fake, and this case will also prove to be fake. How long will this dictatorship of the BJP continue? They put whoever they want in jail by making false allegations. Their lies will come before the country once again, but who will compensate for the time spent in jail and the mental torture? The pot of BJP's sins is now full. Sanjay Singh Slams BJP Over Punjab Elections
AAP Rajya Sabha MP Sanjay Singh also attacked the BJP, linking the arrest to the upcoming elections. He remarked that it's the BJP's policy to disturb and pressure any government that works. Singh pointed out that before the Delhi elections, Arvind Kejriwal and he himself were arrested with the aim of disrupting the polls, while he alleged that the same tactic is being used now before the Punjab elections. Singh stated, "Today, Satyendar Jain, the co-in-charge of Punjab, has been arrested again. This has been done to influence the Punjab elections, while modi-Shah don't understand what to do in Punjab. The AAP government there has done excellent work in education and provided pilgrimage facilities for the elderly.
