A significant political storm has surfaced in Rajasthan concerning the Rajasthan Administrative Service (RAS) recruitment examinations conducted in the years 2016 and 2018. Agriculture Minister Kirodi Lal Meena has made explosive allegations against the President of the Rajasthan Pradesh Congress Committee, Govind Singh Dotasra, and his relatives. The allegations point towards a systematic manipulation of the selection process and the alleged use of fraudulent documentation to secure high-ranking government positions. Minister Meena has formally addressed a letter to the Chief Minister, demanding the registration of a First Information Report and a comprehensive investigation into these claims.
Controversy Surrounding Interview Scores
The crux of the complaint filed by the minister revolves around the selection of Avinash Singh, who is the son of Govind Singh Dotasra. According to the details shared in the complaint, Avinash Singh secured 343 marks in the written main examination. However, during the interview phase, he was awarded 85 marks, which ensured his placement in the Accounts Service. This is being contrasted with the performance of another candidate, Garima Jindal, who reportedly topped the main examination with a score of 425 marks. Despite her exceptional performance in the written test, she was allegedly given only 25 marks in the interview, resulting in her failure to make the final cut. This massive gap between written performance and interview scores has raised serious doubts about the integrity of the recruitment process and the fairness of the Rajasthan Public Service Commission (RPSC).
Allegations of OBC Reservation and Creamy Layer Violations
Beyond the manipulation of marks, the complaint also highlights alleged violations of reservation norms. It's claimed that Avinash Singh's OBC certificate was obtained through fraudulent documents. Plus, serious allegations have been leveled against the family of Ramesh Chandra Punia, who is the father-in-law of Dotasra's son and a former District Education Officer, while the complaint asserts that Ramesh Chandra Punia had attained the position of Headmaster before the prescribed time limit, which should have placed his children in the creamy layer category, making them ineligible for OBC reservation benefits. Despite this, his daughter Pratibha Punia was selected in RAS 2016, and his son Gaurav Punia along with another daughter Prabha Punia were selected in RAS 2018 by availing reservation benefits. This has been cited as a blatant disregard for the established creamy layer rules.
Pressure on RPSC and Demand for Legal Action
The complaint further references statements from former RPSC members Babulal Katara and Ramuram Raika, suggesting that there was significant pressure exerted during the interview process to award higher marks to specific candidates. Minister Kirodi Lal Meena has emphasized that these actions constitute a criminal conspiracy to undermine the merit-based selection system. In light of these serious charges, the minister has demanded that a case be registered under various sections of the Bharatiya Nyaya Sanhita (BNS), including sections 318(4), 316(4), 338, and other relevant provisions. The demand for a thorough probe aims to uncover the extent of the alleged scam and ensure that those responsible for compromising the recruitment process are held accountable.
