The Speaker of the Rajasthan Legislative Assembly, Vasudev Devnani, has officially announced the formation of 16 legislative committees for the current term. These include 12 general committees and 4 financial committees. The appointments reflect a strategic distribution of responsibilities among senior legislators from both the ruling and opposition parties, aimed at ensuring effective parliamentary oversight and governance.
Heavyweights in the Rules Committee
The Rules Committee has emerged as the most high-profile body following the inclusion of three of the state's most prominent political figures. Former Chief Ministers Vasundhara Raje and Ashok Gehlot, along with former Deputy CM Sachin Pilot, have been appointed as members of this committee. Speaker Vasudev Devnani will serve as the ex-officio chairman. Other notable members include Srichand Kriplani, Chandrabhan Singh Akya, Harish Chaudhary, and Deepti Kiran Maheshwari. The committee is tasked with reviewing and amending the rules governing the conduct of business in the House.
Party-wise Distribution of Chairmanships
Out of the 16 committees, BJP legislators have been appointed as chairs for 11, while the Congress party has secured the chairmanship of 3 committees. Leader of Opposition (LoP) Tika Ram Jully has been appointed as the Chairman of the Public Accounts Committee (PAC), a crucial financial watchdog. On top of that, Congress MLA Rajendra Pareek will head the Questions and References Committee, and Narendra Budhania has been assigned the Backward Classes Welfare Committee.
Roles of Chief Minister and Key Leaders
In a significant administrative move, Chief Minister Bhajan Lal Sharma has been inducted as a member of the General Purpose Committee. Traditionally chaired by the Speaker, this 16-member committee includes senior legislators and the Leader of the Opposition. It plays a pivotal role in deciding internal legislative matters and policy frameworks that guide the assembly's operations throughout the session.
Gender Representation and Functional Tenure
Regarding gender representation, only one of the 16 committees will be headed by a woman legislator. BJP MLA Kalpana Devi has been appointed as the Chairperson of the Committee on Women and Child Welfare, while this committee is responsible for monitoring state policies and initiatives related to the welfare of women and children. All newly formed committees will have a tenure lasting until March 31 of the next calendar year.
Scope and Legislative Oversight
These committees are integral to the democratic process, providing a platform for detailed scrutiny of government actions and legislative proposals. The financial committees will focus on auditing public expenditure, while the general committees will oversee departmental performance and policy implementation, while the collective expertise of the senior leaders in the Rules Committee is expected to streamline the legislative procedures of the Rajasthan Assembly.
