Pakistan Army Reshuffle: General Asim Munir Appoints Close Aides to Key ISI and Balochistan Posts

The Pakistan Army has initiated a comprehensive administrative and operational reshuffle, marking a significant transition in its leadership hierarchy. Under the direction of Army Chief Field Marshal Asim Munir, several high-ranking officers, many of whom are considered close confidants of the General, have been assigned to pivotal roles within the country's intelligence agencies, internal security apparatus, and key military commands. This wave of appointments follows the promotion of several officers from the rank of Brigadier to Major General in July, who are now being integrated into the army's core strategic framework. Sources indicate that this is just the beginning, with further changes expected in the Corps Commander levels and at the General Headquarters (GHQ) in the coming days.

New Leadership in Military Intelligence

In a major move, Major General Adil Warraich and Adil Iftikhar Warraich have been appointed as the Director General of Pakistan's Military Intelligence (MI). He succeeds Major General Wajid Aziz in this critical role, while prior to this high-profile appointment, Warraich served as the General Officer Commanding (GOC) of the 7th Infantry Division based in Miranshah, North Waziristan. This region is of immense strategic importance as it remains a primary hub for Pakistan's major counter-terrorism operations. Meanwhile, the outgoing MI chief, Wajid Aziz, is being discussed in military circles as a potential top contender for the position of Director General of the Inter-Services Intelligence (ISI).

Strategic Reshuffle within the ISI

The Inter-Services Intelligence (ISI), Pakistan's premier spy agency, has seen the induction of three Major Generals into its top leadership. Major General Jawwad Riaz, who previously served as the Director General of the Pakistan Coast Guards, has been appointed as the DG Personnel within the ISI. Major General Sajid Mahmood has been designated as DG-Z. This specific branch of the ISI is tasked with overseeing the Frontier Works Organization (FWO), the China-Pakistan Economic Corridor (CPEC), and various technical matters. Plus, Major General Muhammad Shamriyaz Khan, moving from his post as Director General of the Sindh Rangers, has been appointed as DG-S in the ISI. In a related move, Major General Atif Rafiq has taken over the command of the Pakistan Coast Guards, filling the vacancy left by Jawwad Riaz.

The Roles of S and H Wings in ISI Operations

The internal structure of the ISI involves specialized divisions with distinct mandates, while the S branch, also known as 'Directorate S' or the Special Operations Division, is responsible for managing special operations and proxy wars on a regional scale, particularly involving neighboring countries. Historically, this wing has been tasked with coordinating with various militant groups and operating tactical activities, while on the other hand, the H branch is specifically dedicated to operations related to India and the Border Action Team (BAT). The 'H' in the wing's name directly refers to 'Hindustan,' signifying its focus on India-centric activities. This wing is directly involved in promoting terrorism against India, managing cross-border infiltrations, and overseeing the activities of the Border Action Team to undermine Indian security interests, while the S and H wings work in close coordination, where the S wing designs the broader strategic framework for special operations, and the H wing executes them specifically to target India's strategic and security assets.

Command Changes in Volatile Balochistan

Recognizing the security challenges in Balochistan, the army has revamped the leadership of the Frontier Corps (FC) in the province. Major General Zafar Iqbal has been appointed as the Inspector General of FC South Balochistan, taking over from Major General Bilal Sarfaraz. In a significant organizational update, Major General Ahmed Farhan has been appointed as the first Inspector General of the newly formed FC West Balochistan. Balochistan remains a critical security zone for Pakistan due to its long borders with Afghanistan and Iran and the persistent security challenges in the region.

New Postings in Infantry Divisions

The reshuffle also extends to several infantry divisions across the country, while major General Zil-e-Husnain has been appointed as the GOC of the 15th Infantry Division based in Sialkot. Major General Waqas Qureshi will now lead the 14th Infantry Division in Okara. Also, Major General Khurram Shabbir has been named the GOC of the 17th Infantry Division in Kharian. While several key positions have been filled, the process is far from over. In July, 13 Infantry Brigadiers were promoted to the rank of Major General. To date, only six of these officers have received their new assignments, leaving seven others awaiting their postings. On top of that, several officers from specialized branches such as Artillery, Armored, Air Defense, Signals, Aviation, Engineering, and Ordnance are also in line for new roles. Sources suggest that the reshuffle will continue to evolve, with potential changes at the level of Corps Commanders and senior positions at the GHQ. There is also speculation regarding upcoming changes in the offices of the Director General of ISI and the Director General of Inter-Services Public Relations (ISPR), indicating a major overhaul of the military's top brass following the July promotions.
